Job Description Summary: Reporting to the VP, Global Financial Crime and Payments Oversight, the Senior Director of Sanctions Oversight is responsible for ensuring the Company’s compliance with The Office of Foreign Assets Control (OFAC) and other global sanctions regulatory requirements. This role is responsible for establishing internal strategies and policies related to the Company’s Global Sanctions Program and for ongoing oversight of the Program ensuring the quality of sanctions control processes. In addition, this role provides oversight of any potential breaches of sanctions globally and works with the first line to ensure consistent and effective application and implementation of sanctions related global policies and procedures. S/he will advise the VP, Global Financial Crime and Payments Oversight and other members of the Executive Management Team or business leaders, as appropriate. Job Description: Key Responsibilities Coordinate and oversee an effective Global Sanctions/OFAC Compliance Program that is in compliance with current industry best practices, regulatory guidance, and requirements. Establish and maintain Global Sanctions/OFAC related policies, guidelines, and training to Directors, management, and employees. Support investigations and interactions with the U.S. Treasury Departments' Office of Foreign Assets Control (OFAC) and/or local government authorities. Advise and direct technology solutions that enable effective and efficient compliance risk management solutions. Monitor adherence to the Company’s Global Sanctions Policy and relevant procedures to verify adherence to applicable requirements. Assess the potential impact of issues/violations (legal/regulatory, policy, reputational, etc.) and control process gaps to help management define remediation activities, as appropriate. Work collaboratively across the business to understand their needs, assess complex issues, advise on potential solutions, and drive effective resolution effectively meeting regulatory requirements. Validate risk assessment results with consideration to products, services, customers, and geographies that may present increased risks. Analyze data, prepare, and present regional and global reports related to sanctions risk assessments, and monitoring of sanctions related issues and escalations with senior management and global partners. Act as a liaison/contact for examinations, internal audit, and external audits of the Global Sanctions/OFAC Program. Responds to exams and audit concerns and oversees corrective action of all related compliance deficiencies. Advise stakeholders of Sanctions trends, emerging risks, new or amended laws, regulations, or regulatory guidance and recommends and implements changes and controls to mitigate those risks and in support of PayPal’s global business strategy. Prepare and provide regular updates to Parent and international Boards, authorized committees and working groups as appropriate. Provide subject matter expertise to the business in identifying, assessing, prioritizing, and managing sanctions compliance risk. Qualifications 12 years of experience with global Sanctions programs and deep knowledge of US OFAC regulations. Deep understanding of the financial services industry is required and must include experience gained in consumer financial services, payments, processing, financial technology, or another diversified financial services firm to be able to effectively advise on OFAC and Sanctions compliance. A strategic thinker who has the outstanding ability to drive creative solutions to complex commercial and regulatory challenges. Experience in high transaction (international/cross-border preferred), large/complex/matrixed business environment within Financial Services. Experience with client and transaction sanction screening controls and systems. Experience with transaction and client OFAC alert reviews. Ability to communicate clearly and effectively with Legal, Product, Operations and Technology partners regarding OFAC regulations and risk. Ability to work across multiple lines of business leading large scale complex project management initiatives with high attention to detail and accuracy, while multitasking and meeting deadlines despite competing priorities. Demonstrated ability to build and lead an effective, cohesive, and collaborative team. Strong focus and record of execution. Strong interpersonal and communication skills with the ability to influence at all levels of the organization, while being able to simplify complex topics for understanding and critical decision making by Senior Leadership. Strong work ethic, and an excellent use of discretion and judgment. BA/BS required, JD or advance degree preferred.
