Technical Program Manager – MARAD RRF Cape H’s

Reports to:

Director of Operations

Vessel Port Engineers

Responsibilities & Authorities

  • Customer’s main point of contact for vessel management and technical issues
  • Responsible for daily operations of the Fleet, ensuring that the vessels are being operated in a safe and cost-effective manner while meeting all program contractual requirements.
  • Performs overhaul specification development and award evaluations.
  • Responsible for daily performance of all assigned fleet Port Engineers
  • Ensures Safety and Quality Management policies and procedures are followed on all assigned vessels and within all levels of the applicable program organization.
  • Develops budgets and business plans to accommodate regulatory requirements, mission readiness, and life cycle planning.
  • Ensures that fleet purchasing activities are in accordance with approved procedures and that all contracts are in accordance with company and US Government ethical and business standards.
  • Undertakes on or assists with specific special projects including development and implementation of new government and commercial business.
  • Member of the Incident Response Team for any vessel casualty occurring in their assigned fleet
  • Member of the Human Resources Committee, which is responsible for Senior Officer assignments.
  • Reviews and responds within 10 business days to SQMS/contract specific reports as required.
  • Make the necessary arrangements for the USCG-COI and Class Surveyors to conduct the respective Marine Inspections/Surveys on the PCS/ASM vessels accordingly.

Maintenance Program Oversight Responsibilities and Authorities

  • Overall responsibility for any deficiency found in critical equipment, equipment deficiencies that require more than on board crew capabilities to repair, or deficiencies that result in a ship’s inability to fulfill her mission or charter requirements as to be reported by vessel’s Port Engineer.
  • Preventive maintenance plans (PMP), as found in NS5 are to be followed as established by the owner or operator. For any instance in which the PMP schedule cannot be followed a clear explanation shall be entered into NS5. The Chief Engineer shall review and approve all deferrals. In the case of the deferral being for critical equipment the vessel’s Port Engineer will be notified by email for their concurrence. If the deferral for critical equipment exceeds the length of time provided by NS5 the Port Engineer will report the status and reason for the requested deferral of the repair or Preventive Maintenance to the Director of Operations for review and approval.

Qualifications

Acceptable technical experience approved by Executive Committee, Patriot Contract Services, LLC, which may include:

  • Previous shore based technical ship management or shipyard repair experience.
  • Experience as a Chief Engineer or First Assistant Engineer (U.S. designation) or Second Assistant Engineer (Foreign designation)
  • A Marine Engineering degree from a university, maritime college, or technical institute
  • BS Degree in Marine Engineering or equivalent education/experience
  • US citizen, eligible for DOD security clearance at SECRET level

Vessel repair experience as:

  • Government Port Engineer or
  • Commercial Port Engineer or
  • Ship Repair Facility Port Engineer or
  • Regulatory class experience, USCG, ABS, DNV or other IACS body
  • Strong understanding of ABS survey and USCG inspection requirements and standards
  • Contract management experience
  • Ability to apply business models for budget prioritization.
  • Strong communication skills, verbal and written.
  • Solid organizational skills and adaptability to ever changing environments.
  • Willingness to travel 25% of the time.

Desired:

  • USCG Chief Engineer, Unlimited Horsepower License
  • Experience with Federal Acquisition Regulations
  • Commercial ship management experience
