Pasco County is Hiring a Program Manager - County Administration Near Port Richey, FL

JOIN OUR TEAM AS A PROGRAM MANAGER!
Provides professional level project management work; develops and interprets policy and procedures; leads and participates in a complex variety of inter-governmental and community relations and public outreach projects; provides recommendations on actions for special assignments involving intergovernmental agencies, nonprofits, and private organizations; designs and recommends improvements on existing processes; monitors, evaluates and resolves problems related to activities assigned by the Board of County Commissioners, County Administration Leadership, and intergovernmental affairs officer. This position reports to the chief of staff.

Additional responsibilities include complex tasks involving special projects, management, research and analysis, follow-up functions and frequent communication with all levels of county, state, and federal governmental and external agencies.

Project Management 

  • Serves as project lead for various activities as directed.
  • Works to coordinate and successfully implement priority projects.
  • Collaborates in the development and implementation of intergovernmental objectives and strategies.
  • Receives studies, formulates, executes, and expedites special projects and assignments.
  • Exercises independent judgment to establish and obtain support for organizational goals and to meet desired outcomes.
  • Develops and manages the Pasco Citizens' Academy public outreach program.
  • Coordinates the Assistant Liaison Officer Unit function.
  • Serves as the staff liaison to and coordinator of the Commission on the Status of Women.
  • Develops and maintains meaningful professional contacts with local, state and federal appointed and elected officials as well as community leaders.
  • Supports Media Relations & Communications with public outreach during emergencies, as necessary. 
  • Participates in, reports on, and recommends action on special assignments involving other governmental agencies and public organizations.
  • Presents to community groups, and serves on various committees, as assigned.
  • Oversees the creation of marketing and community outreach materials and platforms to ensure public exposure to program offerings through print publication design, web-site editing, social media, e-newsletters, direct mail, presentations, and other applicable mediums. 

Organizational Improvement 

  • Reviews existing procedures for compliance and formulates new procedures.
  • Monitors, evaluates, and resolves problems related to activities assigned.

Administrative 

  • When designated, acts on behalf of more senior officials.
  • Drafts letters and other correspondence on behalf of County Administration and the Board of County Commissioners.
  • Involved in the coordination and development of the annual budget of the offices of the county administrator and county commission.
  • Participates in the assigned rotation of External Affairs Officer duties during the Emergency Operations Centers' activation.
  • Drafts policy as directed by the Chief of Staff.
  • Performs other duties, as required.
  • Work is broad in scope, covering one or more areas.
  • A high degree of analytic ability and logical reasoning skills are required to address sometimes intricate and complex issues.
  • Requires high-level thinking to analyze issues and trends, and to provide effective findings and assessments in support of various organizational objectives.
  • Independent judgment guided by general direction is required to research and communicate various issues and concerns.
  • Requires regular contact with high level County executives, County Commissioners, and staff.
  • Involves considerable tact, discretion, and persuasion to gain the cooperation of others and to preserve successful working relationships.
  • Requires developing and maintaining ongoing external relationships with legislative, government officials and private parties.
  • This position may involve handling extremely delicate/sensitive relationships, information, and complex situations.
  • Requires self-sufficiency, trustworthiness, assertiveness, positivity, organization, and leadership. 
  • A well-developed sense of timing and an ability to provide detailed explanations and interpretation of rules, policies and regulations.
  • Responsible for coordinating multiple functions while attending to additional duties and responsibilities, as required.
  • Ability to create and present ideas and findings clearly and concisely in written, oral, and graphic form.
  • Ability to establish and maintain effective working relationships with department heads, outside agencies, and the public.
  • Ability to interpret applicable legislation, rules, and codes.

PHYSICAL SKILLS: Ability to communicate effectively using verbal, written and visual communication. Frequently sitting at a desk or table. Occasionally requires travel that may include overnight stays. Occasionally requires local field work and local travel to meet with outside contacts.

EDUCATION, TRAINING, AND EXPERIENCE: Graduation from an accredited college or university with a Bachelor's in Public Administration, Political Science or a related field. Minimum of three (3) years of experience in public administration, project/program management or related field required. Master's degree preferred. Advanced proficiency in the use of internet, computer software programs (Microsoft Office Suite, Adobe Pro, InDesign, and/or Photoshop, or other project management software). Public speaking and presentation experience required. 

LICENSES, CERTIFICATIONS, OR REGISTRATIONS: Must possess a valid Florida driver's license.
