Partnership HealthPlan of California is Hiring a Manager of Recruitment Near Fairfield, CA

Overview

Responsible for managing the end-to-end recruiting activities and selection of industry experienced and leadership positions for Partnership HealthPlan of California (Partnership). Monitors recruiting market trends, best practices, and approaches to incorporate into existing principles. Collaborates with leadership to utilize effective recruitment strategies to attract highly qualified candidates. Partners with leadership to effectively address recruiting needs and issues in a timely manner. Manages and directs the duties and activities of assigned staff. Professionally represents Partnership in frequent interactions with applicants, all levels of staff, and the public. Holds employee/applicant confidentiality in the highest regard.

Responsibilities

▪ Manages and guides the recruitment team in executing full-cycle recruitment activitiesefficiently and established guidelines.▪ Participates in the development of the Human Resources recruitment and staffing work plan; assigning work, activities, projects, and programs; monitoring work flow; reviewing and evaluating work products, methods, and procedures.▪ Leads and empowers the recruiting team promoting teamwork and excellence.▪ Manages the recruitment strategy, incorporating multiple sources (referral programs, social media outreach, and external partnerships).▪ Develops and implements innovative DEI sourcing and assessment processes to broaden the candidate pipeline, engaging a diverse mix of top talent while ensuring a consistently exceptional candidate experience.▪ Optimizes Partnership systems for streamlined reporting, using data-driven analysis to regularly update Key Performance Indicators, identify trends, and generate actionable insights and improvements for the business.▪ Manages innovative and cost effective advertising campaigns and strategies.▪ Works closely with hiring managers to thoroughly understand talent needs.▪ Actively participates in the interview/selection process and makes recommendations on candidate suitability for open positions; ensures minimum qualifications are met per position requirements.▪ Ensures all starting salaries are fair and equitable, within Partnership guidelines, and approved by the Sr. Director of Human Resources or Director of Human Resources prior to extending an employment offer.▪ Reviews and updates external recruitment webpage.▪ Ensures all appropriate paperwork is completed accurately and maintained for the entire recruiting process, both internal and external, per applicable laws and regulations.▪ Oversees temporary staffing needs for the organization.

▪ Has thorough knowledge of Partnership HR policies and procedures. Ensures policies, procedures, and forms related to responsible areas (i.e. Promotions/Transfers, Employee Referral, etc.) are accurate and up-to-date. Communicates effectively and professionally with all levels of staff, information related to HR policies and procedures. Directs employee relations issues to the Sr. Manager of Human Resources or above.▪ Ensures legal compliance and validity of hiring practices, recruitment, and selection activities and educates managers, supervisors, and the general public on policies and procedures.▪ Keeps abreast of current recruiting trends. Continually assesses the recruiting strategies for Partnership and tracks possible trends.▪ Trains and evaluates staff assigned to perform recruitment related functions.

SECONDARY DUTIES AND RESPONSIBILITIES

▪ Coordinates internal job fairs and professionally represents Partnership at various external job fairs and community events.▪ Assists in planning and coordinating employee events and activities.▪ Provides support to the HR department as needed.▪ Completes HR recruiting related projects as needed.▪ Assists in HR New Employee Orientation presentation as needed.▪ Leads, assigns, and participates in special projects as needed.▪ Reviews contents of new hire packet and revises as needed.▪ Develops and conducts trainings to internal staff related to interviewing, examination, classification, and selection, as needed▪ Performs other duties as assigned.

Qualifications

Education and Experience

Bachelor’s degree in related field preferred; minimum four (4) years’ experience in end-to-end recruitment; minimum of two (2) year supervisory experience; or equivalent combination of education and experience which provide the required knowledge and abilities.

Special Skills, Licenses and Certifications

Proficient in MS Office Suite. In depth knowledge of effective recruiting processes, trends, and strategies. Proven track record sourcing and hiring passive candidates. Ability to use independent judgment when setting new hire salaries within PHC guidelines. Proficient in navigating and using an Applicant Tracking System. Valid California driver’s license and proof of current automobile insurance compliant with PHC policy are required to operate a vehicle and travel for company business. SHRM, HCRI, or similar HR certification preferred.

Self-starter with a keen ability for strategic and critical thinking, questioning existing practices and enhancing efficiency and effectiveness with minimal direction. Excellent decision making and analytical skills. Excellent professional written and verbal communication and presentation skills and the ability to interact with all levels of staff and vendors. Strategic thinker who brings resolution to any challenges and problems throughout the recruiting process. Ability to pivot and quickly adapt to changing business needs and priorities. Must maintain confidentiality and handle sensitive issues with tact and diplomacy. Expected to provide the highest level of service to internal/external clients and promote teamwork and a cooperative effort among employees. Must exercise good judgment, maintain ethical standards, and follow company policies and procedures.

Work Environment And Physical Demands

Ability to use a computer keyboard. More than 40% of work time may be spent in front of a computer monitor. When required, ability to move, carry, or lift objects of varying sizes, weighing up to 25 lbs.

HIRING RANGE:

$104,840.26 - $136,291.36
