Job Description: Director, Cyber Warfare Growth/Strategy (Hybrid) Location : US - VA, Centerville/Herndon; MD, Annapolis Junction/Columbia Position Overview: Our Cyber Warfare portfolio spans platforms & tool development, reconnaissance & surveillance, vulnerability research and development, and offensive/defensive cyber operations (OCO/DCO) capabilities. Applicants are expected to understand business negotiations, recognize, and act upon opportunities to promote the Company's expertise, and have demonstrated successful past performance. Reports to the Senior Director for High Consequence Missions (HCM) Growth, working closely with the Cyber Warfare Growth and Technical Leads, the successful candidate will lead capture teams in the identification, qualification, pursuit & shaping, proposal development, winning and follow-through of new cyber business opportunities, focused on developing interoperability among cyber warfighting systems to provide a comprehensive, integrated, cyberspace architecture. Specifics Responsibilities: * This position drives new cyber business opportunity growth pursuits and recommends winning new business acquisition phases through to closure.
* Have a strong network of customer and industry contacts and must be familiar with the DoD and OEM customer's major cyber programs and upcoming initiatives.
* Demonstrate agile decision making and leadership, facilitating technical solutioning and strategy sessions across cyber service offerings, to include aligning C2 and OCO/DCO capabilities.
* Keeps abreast of the current business climate and overall cyber trends. Executes long-term business and marketing strategies.
* Provides leadership and guidance to proposal team from inception to completion. Oversees the development of the pricing structure, as well as other contract terms and conditions. Obtains senior management approvals.
* Establishes and cultivates winning collaboration with senior business development and P&L leadership as well as program, technical solution architects, finance, pricing, staffing, contracts and procurement.
* Translates detailed technical information into appropriate executive level briefings and info exchanges.
* Implements Parsons' Business Acquisition Process (BAP) and associated tools and methods.
* A persistent problem solver who exercises open and assertive communication with a tenacious drive to Win.
* Must be able to estimate and manage pursuit and bid budgets effectively.
* Collaborates with solutions architects to develop technical and management solutions to include cross-directorate and cross-business unit collaboration for synergies.
* Staffing & management: readies labor/skill mix and resumes for key personnel
* Drives win strategy, teaming selection, staffing resource input, past performance, and relevant technologies.
* Develops win themes and discriminators. Coordinates with leadership on business risks, financial drivers, and drives continual improvement of final proposals.
* Aligns teaming agreements and subcontracting agreements to clearly define each party's responsibilities and working relationships.
* Secures strongest parties to enhance our strategic offering and increase P(Win).
* Engages leadership team in bid/no-bid gate reviews to ensure alignment following final request for proposal release and authorize use of pursuit resources.
* Prepares and responds to customer requests including Evaluation Notices, Final Proposal Requests, contract negotiations, Best And Final Offers, and other proposal clarifications.
* Conducts lessons learned with bid analysis for use in future pursuits.
* Includes recommended actions to improve process, roles and responsibilities, business development and strategy, and financial metrics. Requirements: * 10 years of diversified experience, primarily within the business development, capture management with preference towards a large, multinational company
* Primary focus will be on the capturing opportunities >$100M within the cyber portfolio.
* Extensive knowledge of cyber, OCO/DCO fundamentals, capabilities, and TTPs
* Experience in capture management, with a deep understanding of the DoD acquisition lifecycle
* A thorough understanding of proposal pricing, contract terminology, negotiations with potential clients, and the Company's policies and business objectives
* Strong written and oral communication skills, including excellent presentation skills
* 4-year degree in Technical or Business (or equivalent); Advanced degree preferred
* US Citizenship is required.
* Applicants selected for employment will be subject to a federal background investigation and must meet additional eligibility requirements for access to classified information or materials.
* TS/SSBI required.
* Must be willing and able to travel, as required, 10-20% with surges >30%. Desired Candidate Traits: * Ability to translate detailed technical information into appropriate executive level briefings and info exchanges. You are comfortable with briefing SVPs, EVPs, and C-Suite leaders.

* Able to develop budgets and manage pursuit and bid dollars effectively.
