TPWD MISSION

To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

GENERAL DESCRIPTION:

Under the direction of the Manager of Boat Titling, Registration and Marine Licensing, this position is responsible for performing moderately complex (journey-level) accounting work related to program operations and mandated revenue transfers. Work involves reconciling revenues received between three non-interfaced automated systems and preparation of management reports, tax payment reports, and statutory fund transfer reports. Troubleshoots specific problems related to the auditing, matching, tracking, and resolution of complex revenue issues. Reports reconciliation status on a regular basis and assists with coordination of policy development for the section. Performs policy development and implementation strategies for all agency activity related to boat revenue. Works under general supervision, with limited latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.

Qualifications


MINIMUM QUALIFICATIONS:

Education:

Graduation from High School or GED.

Experience:

Three years experience in Accounting, Budget, Accounts Payable, Reimbursement/Revenue, Claims or closely related to financial operations.

Licensure:

Applicant must possess a valid State driver’s license.

ACCEPTABLE SUBSTITUTIONS:

Experience:

Thirty semester hours from an accredited college or university, in Accounting, Finance, Statistics, Economics, Mathematics, Management, Public Administration, Business Administration or other related business field, may substitute for one year of the required experience, with a maximum substitution of three years.

PREFERRED QUALIFICATIONS:

Education:

Graduation from an accredited college or university with a Bachelor's degree in Business Administration, Accounting, Finance, Management, Economics, Public Administration, or Mathematics related field.

Experience:

Experience with large complex accounting systems;

Experience with ad-hoc financial/statistical query tools and spreadsheets;

Experience in governmental fund accounting;

Experience with the State of Texas governmental financial system (USAS);

Experience with TPWD’s internal financial systems;

Experience with boating and boater safety;

Experience in federal and state marine laws and regulations.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of generally accepted accounting principles and procedures affecting the maintenance and reconciliation of accounting records and automated accounting systems;

Knowledge of integrated financial systems and point-of-sale systems;

Knowledge of local, state, and federal boating laws and regulations (including taxes) relevant to the business functions or the unit;

Skill in planning and arranging workload tasks to meet schedules under stress during peak workload periods;

Skill in identifying errors during reviews while taking and/or recommending appropriate corrective actions for resolution;

Skill in using MS Word, Excel, PowerPoint, Teams, and Outlook;

Skill in effective verbal and written communication;

Skill in establishing and maintaining effective work relationships with co-workers and work-related contacts;

Ability to perform moderately complex accounting transactions;

Ability to interpret and apply laws and regulations to work activities;

Ability to interpret and apply accounting, budgeting and purchasing theories to daily activities and system functionality;

Ability to work accurately with numerical details in a high volume setting and to analyze, consolidate and interpret accounting and system data;

Ability to timely and accurately follow instructions;

Ability to work as a member of a team in a courteous and effective manner;

Ability to conduct work activities in accordance with TPWD safety program.

WORKING CONDITIONS:

Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday;

Required to work overtime as necessary;

This position is suitable to telework up to two days per week in accordance with TPWD telework policy, and the candidate may be authorized to telework with supervisor approval;

May be required to operate a State vehicle;

Required to travel 5% with possible overnight stays;

Must conform to TPWD dress and grooming standards, work rules, and safety procedures;

Non-smoking environment in State office buildings and vehicles.
