    The Panama-Buena Vista Union School District announces an opening for one (1) English Learner Program Specialist for the Instructional Services Division. The English Learner Program Specialist Coordinates and oversees innovative programs for integration of consistent curriculum strategies in the classroom for English learners and other students qualifying for special programs. Monitors and reports on compliance requirements for Federal and State program projects to meet the needs of special populations. The Specialist will serve under the direction of the Assistant Superintendent of Instructional Services and under the immediate supervision of the Director of Assessment, Curriculum, & Technology.MAJOR DUTIES AND RESPONSIBILITIES
    • Coordinates and participates in outreach and assessment strategies for properly placing students at the appropriate instructional level and is aware of other services and additional academic support.
    • Implements the District’s master plan for English learners. Develops program goals and measures. Consults with school sites on regulations and requirements that comply with program stipulations.
    • Recommends and facilitates curriculum and instruction delivery methods that enhance learning in a second language. Facilitates evaluation, adoption, and utilization of supplemental instructional resources.
    • Works with site-based administrators and teachers to include and reinforce English learner curriculum and professional development at school sites.
    • Monitors benchmarks for success in English-learner and related core programs. Prepares and conveys performance reports.
    • Oversees implementation of academic interventions and federal and state requirements including use of funding, equitable school participation, evaluation of strategies used and services provided.
    • Participates in committees providing oversight for the English learner programs. Ensures that program requirements are in place and best practices are being utilized to promote parent involvement both at the school site and district levels.
    • Develops communications networks to reinforce the master plan and goals for the English learner program.
    MINIMUM QUALIFICATIONS
    • Five years of progressive educational experience, one of which should be in a site-based or district subject matter or leadership capacity
    • Master's Degree required from accredited university in education related field.
    • Valid California teaching credential
    • Must possess a private vehicle, valid California driver's license and carry current automobile insurance with at least minimum coverage for public liability and property damage.
    • Fingerprint clearance by both the Federal Bureau of Investigation and the California Department of Justice is a condition of appointment after all other required job conditions have been met.
    • Willingness to abide by the rules and regulations of the District in a professional, ethical manner.

    • Demonstrates the highest standards of integrity, honesty, ethics, confidentiality, and professionalism.
    • Must be able to communicate effectively with school and District staff, parents, agencies and community members.
    • Must be able to mentor staff through consultations and collaboration skills as well as modeling expected skills and behavior.
    • Strong content knowledge in Common Core State Standards and English Language Development Standards
    • Understanding of, and skills in, Cognitive Coaching
    • Exhibits warmth, compassion, and good humor.
    • Demonstrates managerial and organizational skills.
    SALARY AND TERMS OF SERVICE
    Annual Salary $99,063-$120,093, nine (9) steps, 204 working days per year, eight (8) hours per day. Placement on the salary schedule is determined by number of years of experience. $2,000/year stipend for Doctorate Degree. Additional time/days as is necessary to perform related job duties and responsibilities. The district currently contributes $19,793.00 for family, dental, medical, and vision insurance plans; life insurance plan for the employee only.
