Panagora Group is Hiring a Learning and Communications Advisor Near Silver Spring, MD

Panagoraseeks a full-time Learning and Communications Advisor based in Silver Spring,Maryland for the USAID Localize Global Health Security (LGHS) Project.The Learning and Communications Advisor willhave overall technical and management responsibility for designing andexecuting communication and project learning activities. He or she will reportto the Monitoring, Evaluation and Learning Director, and work in closecollaboration with both the US-based project team and staff in each LGHScountry.

Thepurpose of the LGHS project is to work with local entities to addressprioritized critical health security gaps at the sub-national level. LGHS willdo this by establishing and managing a flexible grants program that financeslocal entities to address subnational gaps in various sectors related to globalhealth security (e.g. Zoonotic Diseases, Human Resources in the human andanimal health sectors and Community-level Zoonotic Disease Surveillance).

Duties and Responsibilities:

  • Assume overall responsibility for leading and coordinatingall communication and learning activities, including the selection andsupervision of consultants and vendors hired to provide communication servicesand support.
  • Lead creation and implementation of a project communicationand networking plan that incorporates best practices in communication, digitalengagement, knowledge sharing and capacity strengthening while advancing theLGHS health security and localization vision, mission and mandate.
  • Oversee development and management of the LGHS website, akey tool for communicating with our grantees, including working with a webdeveloper to ensure the site meets all functional, design, security andaccessibility requirements and coordinating/editing content contributions from theLGHS team.
  • Work with technical teams and other stakeholders to generatecommunication materials and knowledge products that identify and communicatethe successes, good practices and lessons learned through implementation ofLGHS. Examples include a global newsletter, knowledge bites, technical briefsand resource collections.
  • Support the development and integration of collaborating, learning,and adapting (CLA) processes and practices that contribute to USAID’s learningagenda on localization and highlight learning from local partners implementing globalhealth security.
  • Work closely with the global LGHS team and grantees tocapture learning throughout the project's life and ensure it is effectivelycommunicated across the project and to USAID.
  • Create and facilitate a community of practice that engages LGHSgrantees and provides a sustainable platform for local organizations to shareknowledge, experiences and resources that help them grow and refine their workin global health security.
  • Support a variety of communication events designed to sharelearning and insights from the project, including webinars, peer learning andknowledge sharing events and pause-and-reflect sessions.
  • Ensure LGHS has high-quality communication and learning systems,platforms, processes, and tools.
  • Ensure that LGHS deliverables meet quality standards andcontractual requirements for design, accessibility, and branding.

Requirements

Qualifications:

  • Master’s degree in communication, knowledge or informationmanagement, information systems, international relations, political science,international development or related subjects and 7 years of relevantexperience OR Bachelor’s degree with 10 years of commensurate programmatic ortechnical experience in related fields.
  • 7-10 years demonstrated experience in communication,knowledge management, and/or public relations, preferably for a USAID fundedproject.
  • Demonstrated excellence working with technical staff toproduce key communications and learning products for USAID, including learningagendas, CLA materials and tools, stories, videos, data visualization,presentations, webinars, and technical briefs.
  • Experience working cross-culturally with diverse programteams, home office staff, international staff, expert consultants, USAID staff,in-country partners.
  • Experience working with both technical and non-technicalaudiences and bridging communication, learning and use-culture gaps betweengroups.
  • Ability to link content development and engagementstrategies that facilitate timely, useful delivery of information throughproject learning platforms and communication activities.
  • Demonstrated understanding of collaborating, learning, andadapting practices and how they can be used to support strategy development,project design, implementation, evaluation, and monitoring.
  • Excellent communication skills, both verbal and written, strongfacilitation and presentation skills a plus.
  • Demonstrated experience working in international contexts,considering differences in culture, language, comfort with technology, accessto resources, and other factors.
  • Familiarity with USAID public health programming, especiallyUSAID’s approach to localization.
  • Excellent attention to detail and track record of producinghigh quality documents for international audiences.
  • English fluency required; proficiency in language(s) otherthan English preferred, particularly French and Portuguese.
