Panagorais seeking a full-time Technical Director, RCCE/SBCbased in Silver Spring, Maryland for the USAID Localize Global Health Security (LGHS) Project. The Technical Director, RCCE/SBC will have overall technical and management responsibility for designing and executing technical activities related to RCCE/SBC. They will report to the LGHS Project Director and work closely with the US-based project team and staff in each LGHS country.

The purpose of the LGHS project is to work with local entities to address prioritized critical health security gaps at the sub-national level. LGHS will do this by establishing and managing a flexible grants program that finances local entities to address sub-national gaps in various sectors related to global health security, including risk communication, social behavioral change and community engagement; diagnostic and laboratory systems support; zoonotic Disease; infection prevention and control (IPC); antimicrobial resistance (AMR); and human resources for health.

LGHS will achieve three objectives

  • Objective 1: Address critical gaps in health security through grants and technical assistance in prioritized technical areas. 

  • Objective 2: Strengthen the administrative and financial organizational capacity of local entities to effectively manage the implementation of health security technical interventions. 

  • Objective 3: Expand global knowledge base on approaches and best practices for local entities conducting global health security interventions.

Responsibilities:

  • Lead RCCE/SBC technical aspects of the overall project design, activity integration and implementation, and quality assurance for LGHS’ global project interventions.
  • Provide strategic RCCE/SBC technical leadership, ensuring sound technical strategies that support the project’s overall global health security and localization goals.
  • Facilitate high-level discussions among USAID staff and partners regarding RCCE/SBC approaches and identify strategies for supporting local organizations delivering sub-national global health security programming.
  • Support, review, and identify country specific RCCE communication gaps and challenges and provide recommendations on behalf of the LGHS project to address these, including via assessments and capacity strengthening activities.
  • In collaboration with other technical experts, identify specific knowledge and skill gaps related to global health security at the national and sub-national level. Support development of capacity strengthening plans enabling local entities to address those gaps.
  • Coordinate technical review and appraisal of grants in collaboration with the LGHS senior leadership team.
  • Provide oversight and quality assurance for all RCCE/SBC global health security activities implemented by grantees, ensuring that they are in alignment with appropriate international and/or national standards, incorporate the most up-to-date and technically sound principles, and are technically appropriate and feasible.
  • Assess the quality of technical assistance provided to grantees, ensuring strong approaches to technical capacity strengthening. This will include identification of technical assistance providers, development of grantee orientation plans, review of capacity strengthening plans, design of training and mentorship programs, development and review of technical products.
  • Lead the development of reports, work plans, and required routine contractual requirements. 
  • Ensure that LGHS deliverables meet quality standards and contractual requirements for design, accessibility, and branding. 

Requirements

  • Master’s degree in behavioral sciences, communication for social and behavior change, social science, international studies, or a related field (sociology, psychology, community-based development, health education), public health, or other related area required
  • Minimum of 15 years progressively responsible work experience in planning and managing communication for development programs, with practical experience in adapting and applying communication planning processes to USAID-funded global health security specific programs required
  • Demonstrated international credibility as a leader in Risk Communication Social Behavioral Change, Community Engagement in areas of global health security (i.e. animal health and AMR) required
  • Proven experience in working across sub-national and national levels with a strong focus on local organizations, community level actors and all levels of government stakeholders.
  • Familiarity with USAID’s approach to localization. 
  • Demonstrated skills in leadership, strategic planning and work planning.
  • Experience working cross-culturally with diverse program teams, home office staff, international staff, expert consultants, USAID staff, in-country partners.
  • Ability to travel nationally and internationally up to 20% of time
  • Full professional proficiency in English, with excellent oral and written communications skills required; fluency in French, Spanish, Portuguese, or other major national language relevant to area(s) of focus preferred
