Job Description

PanagoraGroup seeks a Finance and Administration Manager to support the newlyawarded USAID Localize Global Health Security (LGHS) project.This is a full-time position onsite atPanagora Group offices in Silver Spring under a hybrid work schedule.

Background

The purpose of the LGHS contract is to work with localentities to address critical health security gaps. The LGHS project will movefocus countries closer to achieving the GHSA 2024 target and advance theUSAID's prioritization of local partnerships as a core aspect of the long-termsustainability of our development work through the following three objectives:1) Address critical gaps in health security through grants and technicalassistance in prioritized technical areas; 2) Strengthen the administrative andfinancial organizational capacity of local entities to effectively manage theimplementation of health security technical interventions; and 3) Expand globalknowledge base on approaches and best practices for local entities conductingglobal health security interventions.

The F&A Manager will provide financial management andadministration support to the LGHS Activity team. The incumbent is responsible foroverall financial monitoring and reporting to ensure compliance with thecontract requirements.

Duties and Responsibilities
  • Support the development of the annual work plan budgets andcorporate budgets in collaboration with the project team.
  • Track project spending against annual work plan budgets and contractobligations
  • Conduct monthly/quarterly forecasting exercise of project projections.
  • Prepare monthly/quarterly, and accruals reports, includinglabor costs, and project status report in Costpoint.
  • Prepare and present monthly budget monitoring review (BMR),including analysis of budget vs. actual variances.
  • In collaboration with corporate F&A, review and processinvoices from subcontractors, consultants, and other vendors
  • Assist in subcontract and grant management, including analyzingand monitoring of financial data to ensure compliance with the donor's requirements.
  • Prepare and process vouchers in Costpoint for submission to AccountsPayable for payment.
  • Prepare travel advances and processes travel claims.
  • Assist with audit preparation and timely response to audit requests.
  • Ensure compliance with USAID’s and Panagora’s financial managementprocesses, policies, and recordkeeping.
  • Ensure expenses are correctly allocated to the correctproject ID/CLINs and accounts.
  • Maintain records and file documents.
  • Perform other financial tasks as needed.

Requirements

  • Bachelor’s degree in accounting, finance, or equivalentqualification
  • Minimum 4 years’ experience offinancial management large donor-funded development projects
  • Familiar with USAID contract financial management andreporting requirements
  • Knowledge of U.S. Government financial and procurement rulesand regulations strongly preferred.
  • Knowledge of and hands-on experience with MS Excel, Costpoint,and other accounting software
  • Proficiency with MS Office Suite
  • English required; proficiency in one or more foreignlanguages preferred.
