USAID's upcoming Gender in Monitoring, Evaluation and Learning (GMEL) Task Order (RFTOP) promotes evidence-based gender equality and women's empowerment programming throughout the Agency through its technical and thought leadership, training, technical assistance, communication, and outreach. This global initiative, within USAID's Monitoring and Evaluation Services indefinite delivery, indefinite quantity contract (EVAL-ME II) IDIQ will generate fresh gender-informed evidence, bridge gender information gaps, and expand the frontiers of learning.
Panagora Group seeks a Deputy Chief of Party as part of the anticipated GMEL Task Order award.
Responsibilities:
  • Under the direction of the Chief of Party, assist USAID/GenDev in establishing performance measures, collection and analysis of performance information to be used for decision-making and resource allocation.
  • Supervises GMEL operations including finance, administration, procurement, security as well as supervision of the cross-cutting technical team.
  • Develops operational processes for recruitment, subcontracting, procurement, and invoicing tasks.
  • Manages subcontractors in providing timely, relevant, high-quality services.
  • Understands USAID standards, indicators, evaluations, data collection tools, and reporting timelines and systems.
  • Facilitates planning meetings and technical strategy sessions, formulating the appropriate questions to ask at multiple levels.
  • Under the leadership of the chief of party, facilitates meetings and planning sessions between GMEL and USAID, and leverages that information to take the activity to the next phase-understanding the skills needed to complete the task, developing scopes of work for additional needed resources, and building out the team as needed.
  • Serve as the principal point of contact for procedural and substantive matters in the absence of the Chief of Party.
  • Other duties as assigned by the chief of party.
  • Manages an effective monitoring and reporting system.
Requirements
  • A master's degree (or higher) in development, evaluation, economics, knowledge management, or a related field.
  • Previous experience leading multiple international donor-funded evaluations and assessments, and familiarity with MEL plan and PMP development, remote qualitative and quantitative data collection, remote field-based and third-party monitoring, and knowledge-management initiatives
  • A minimum of eight (8) years of progressively responsible professional experience in monitoring and evaluation; experience working with USAID monitoring and evaluation mechanisms strongly preferred.
  • Minimum of five (5) years of supervisory experience.
  • Excellent teamwork, interpersonal, verbal, and written communication, presentation and facilitation skills.
  • Demonstrated ability to lead and conduct field work in non-permissive environments, areas with hardship conditions, remote areas, and conflict-affected areas for extended periods of time.
  • Deep experience applying USAID regulations and compliance.
  • Highly proficient in English, written and spoken; second language an advantage.
