POSITION SUMMARY:

Under the supervision of the EHS-Child Care Partnership Supervisor, the position provides support and training and technical assistance to Family Child Care Providers (FCCP) who are providing Early Head Start services to infants, toddlers, and their families. The position is responsible for ensuring high quality EHS-CCP family child care services in full compliance with state and federal requirements. The Family Child Care Specialist provides support to a group of FCCP and enhancement of services in alignment with licensing requirements and HS performance standards. This position supports and assists families as they identify and meet their children’s goals, including responsibility for child educational files, supporting partners in all educational documentation, home visits and conferences etc.

ESSENTIAL DUTIES AND RESPONSIBILITES:

• Support Family Child Care providers with the implementation of child development and comprehensive services. Responsible for a caseload of Family Child Care provider homes within one general service area of the community. 

• Ensures integrated child and family curriculum with the coordination of parents and F Family Child Care partner. 

• Supports Family Engagement activities, events, and trainings.

• Supports FSA (Family Service Associate) with the coordination or referral of families for continuing education, employment training and other employment services through formal or informal networking in the community.

• Meet with family childcare partner to share and gain information regarding child progress.

• Coach Early Child Education curriculum and standards assisting providers in developing appropriate teaching practices.

• Supports Quality Monitor by Coaching on assessment tools used to monitor including ITERS, FCCERS, Curriculum Fidelity, and CLASS if applicable.

• Works collaboratively with QSLA Coaches to support FCC partners goals.

• Coaches FCC partners on home visits and conferences to facilitate family plans and identify goals. Works cooperatively with FSA to link local agencies to assist families with services in the local community.

• Supports case management and assist FSA with child/family files to keep information for health, immunization, family partnership agreement, family profile and follow-up plans current.

• Promotes effective community support for families by coordination and advocacy for services with community agencies.

• Develops a working knowledge of community resources. At least annually, visits with major agencies for service delivery updates and Community Resource Guide updates.

• Participate and ensure that case coordination is taking place and that health, nutrition, disabilities and mental health are being integrated by the partners.

• Ensure FSA are coordinating with them to provide services for families with Comprehensive Services.

• Work collaboratively with ERSEA and other staff to assure smooth orientation and transitions of families into the EHS-CCP family FCC program.

• Recruit family child care providers as contracted partners for EHS-CCP child care services.

• Conduct on-site coaching visits.

• Build rapport and trust with participating FCC providers.

• Assist providers in developing a quality improvement and professional development plan, setting goals and selecting strategies.

• Model developmentally appropriate curriculum and practice and act as resource for FCC Provider on child development, quality childcare, Family Engagement and professional development.

• Share feedback and information and help reflect progress.

• Maintain resources on local professional development opportunities.

• Maintain records of work activities and track/monitor progress of participants.

• Encourage self-assessment and provider portfolio development.

• Reports to work on time and maintains reliable and regular attendance.

• Models Pacific Clinics’ approach, mission and core values in all communication and correspondence.

• Communicates effectively in a culturally competent and diverse consumer population and promotes favorable interaction with managers, co-workers and others.

• Performs other duties as assigned.

QUALIFICATIONS/SKILLS:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. 

ORGANIZATIONAL RELATIONSHIPS/INTERACTION:

Initiate and maintain professional interactions and communication with Pacific Clinics’ employees and/or others.

EDUCATION and/or EXPERIENCE/POSITION REQUIREMENTS:

• Required BA/BS degree in Child Development, Early Childhood Education, or related field.

• Minimum of 1 years’ experience in child development or early care and education programs, or in case management.

• Possess a valid CA Child Development Teacher permit, preferred.

• Knowledge of working with infants and toddlers; units in Infant Toddler Development preferred.

• Bilingual skills and ability to converse, write and/or translate in Spanish, Armenian, or Mandarin preferred.

• Familiar with assessment and screening tools including: ECERS, FCCRS, DRDP, CLASS and ASQ/ASQ: SE.

• Strong knowledge and understanding of Child Development & Developmentally Appropriate Practices.

• Experience facilitating groups independently and/or co-facilitating groups.

• Experience and ability to work with adult learners and diverse client populations.

• Familiarity with child care provider population.

• Excellent organizational and communication skills. 

• Ability to maintain cooperative relationships with co-workers, supervisors, agency staff, families and the community.

• Criminal Record (e.g. Live Scan Fingerprinting), Child Abuse Index, Sexual Offender Registry, Tuberculosis (TB) test clearances required.

• Ability to work a non-traditional work schedule including evenings and weekends.

• Demonstrated ability to work in Windows environment (including Word and Excel).

• Must possess a valid California driver's license and maintain an insurable driving record under the Clinics' liability policy. 

PHYSICAL DEMANDS:

While performing the duties of this job the employee is frequently required to stand or sit. The employee is required to use hands to produce records and/or documentation in manual or electronic format. The employee must regularly lift and/or move up to 5 pounds and occasionally move or lift up to 20 pounds.
