PA MAJOR BRIDGES is Hiring a Water Quality Specialist - PA Major Bridges Project Near Harrisburg, PA

The Major Bridges P3 Initiative is part of the PennDOT Pathways Program, which is designed to bolster PennDOT s ongoing effort to address the state s growing backlog of replacement and rehabilitation needs for major bridges that are approaching the end of their useful life. By allowing for the use of a P3 delivery model, PennDOT will be able to replace or rehabilitate major bridges around the state more quickly, achieve significant savings for taxpayers, and minimize the impact on the traveling public.

The initiative includes the rehabilitation or replacement of select bridges—grouped in packages—and all associated infrastructure investments associated with that specific bridge, including roadway and approach work, and improvements to nearby impacted roadways.

The Bridging Pennsylvania Constructors team is led jointly by S&B USA Construction and FCC. The consortium members have a 20-year long track record of successful project delivery with PennDOT, having worked in all PennDOT districts.

The Project:
The purpose of the Pennsylvania Major Bridges Project is to deliver infrastructure improvements focusing on the rehabilitation and replacement of nine major bridges (and associated roadways) across the Commonwealth. It was awarded to a consortium led by SBC in April 2022 and, upon completion, it is estimated to be over $2B.
The project is being delivered under a Pre-Development Agreement (PDA) that guarantees early involvement and increased collaboration between the Owner (PennDOT), the Developer (a JV MacQuarie Capital and S&B Concessions) and the Design Builder (a JV S&B Construction and FCC). The PDA phase will be delivered starting in April 2022 and will last until December 2026.
The first package of 6 bridges will be ready for Financial Close in December 2022 and it is anticipated that detailed design will immediately follow, with an expected construction start in December 2023

Basic Position Summary: Assist the Superintendent, Environmental Compliance Manager and Project Manager in managing all aspects of water quality to include permits, pollutants, wastewater discharge and regulatory issues.

Responsibilities/Functions

  • Manage IDDE programs that consists of GIS documentation, field sampling and reporting.
  • Map interpretation for wetland, floodplain and shoreland where applicable.
  • Analyze soil and water extracts according to EPA commercial and contract laboratory protocols.
  • Perform hydrologic, hydraulic, or water quality modeling.
  • Develop environmental remediation or protection plans.
  • Develop strategies for watershed operations to meet water supply and conversation goals or to ensure regulatory compliance with clean water laws or regulations.
  • Identify and characterize specific causes or sources of water pollution.
  • Write proposals, project reports, information brochures, or other documents on wastewater purification, water supply and demand, or other water resource subjects.
  • Review or evaluate designs for water detention facilities, storm drains, flood control facilities, or other hydraulic structures.
  • Conduct, or oversee the conduct of, chemical, physical, and biological water quality monitoring or sampling to ensure compliance with water quality standards.
  • Recommend new or revised policies, procedures, or regulations to support water resource or conversation goals.
  • Monitor water use, demand, or quality in a particular geographic area.
  • Analyze storm water systems to identify opportunities for water resource improvements.
  • Conduct cost-benefit studies for watershed improvement projects or water management alternatives.
  • Supervise teams of workers who capture water from wells and rivers.
  • Performs additional assignments per supervisor s direction.

Essential skills and experience

  • 4 year degree in biology, water conservation or related field.
  • 0 – 2 years of field construction experience.
  • Excellent computer skills.
  • Basic understanding of cost analysis.
  • Excellent communication and interpersonal skills.
  • Ability to travel as required.
