Outreach Community Health Centers is Hiring a President/Chief Executive Officer Near Milwaukee, WI

JOB SUMMARY:

The President/Chief Executive Officer (CEO) is responsible for the executive leadership team and administrative direction of the organization, including ensuring the mission, vision and values of the organization are a reality through strategic leadership. The CEO ensures quality patient/client care and efficient facility operations through the development and implementation of organizational strategic and business plans, critical services, programs, and activities to ensure the success of the organization. The CEO oversees clinical quality, customer service, operational performance reports, directs and manages fundraising including accountability for the necessary funding to maintain operations and programs.

The CEO must maintain a professional and cohesive relationship with the Board, the Board Committees, and acts as a liaison between the executive leadership team and Board. The CEO will manage the organization in all aspects, within the policy decisions of the Board of Directors in compliance with federal, state, and local government policies and regulations.

The CEO will manage, provide leadership, and guidance to the executive leadership team to ensure that the organization operates with maximum efficiency and effectiveness. The CEO will model and support executive leadership’s cohesive managerial efforts, ensuring they have the resources to execute the established plans to attain department objectives to achieve the organizational goals.

The CEO is also responsible for external relations including partnerships with related health care and human service organizations, elected officials, neighborhood and community-based organizations, and philanthropic organizations

SCOPE OF RESPONSIBILITIES (duties, tasks, and activities):

SUPERVISION:

  • Develop a corporate culture that fosters teamwork, quality, and attainment of goals.
  • Lead executive team to achieve strategic organizational objectives and individual goals.
  • Supervise executive leadership, directly and through delegation on matters that impact personnel including hiring, transferring, promoting, demoting, disciplining, counseling, coaching, appraising job results and terminating employment.
  • Establish a learning and training culture within the organization.
  • Encourage team management striving for collaborative leadership and decision making, addressing conflicts, and empowering staff to manage and lead their own work.
  • Offer leadership and guidance for individuals, departments and organizations on a business, local, state, and national level.

MANAGEMENT:

  • Direct human resources activities, including the approval of human resource plans or activities, the selection of directors or other high-level staff, or establishment or organization of major departments.
  • Promotes and advances diversity, equity, and inclusion in operations and the provision of services.
  • Implement corrective action plans to solve organizational or departmental problems.
  • Conduct and/or direct investigations or hearings to resolve complaints or violations of laws or testify at such hearings.
  • Review reports submitted by leadership team and staff members to recommend approval or to suggest changes.
  • Represent OCHC or promote their objectives at official functions, or delegate representatives to do so.

PLANNING AND BUDGET:

  • Direct the leadership team in overall management, planning, and budget activities.
  • Monitor and analyze operations to evaluate performance of a company or its staff in meeting objectives or to determine areas of potential cost reduction, program improvement, or policy change.
  • Direct or coordinate OCHC’S financial or budget activities to fund operations, maximize investments, and increase efficiency.
  • Oversee the adequacy and development of short-and long-term planning and budget recommendations to include an updated and timely strategic plan on a 3-year cycle.
  • Monitor organization progress against plans and budgets
  • Coordinate the development, implementation, and or administration of budgetary control systems, recordkeeping systems, or other administrative control processes.

PROGRAM MANAGEMENT:

  • Evaluate the administration and efficiency of programs and community services offered by OCHC (primary care, dental, behavioral health, pharmacy. etc.) including personnel administration, training, and coordination of processes to ensure viability and to maintain a competitive advantage.
  • Prepare or present reports concerning activities, expenses, budgets, government statutes or rulings, or other items affecting businesses or program services.

PUBLIC AND COMMUNITY RELATIONS & PARTNERSHIPS

  • Position organization as a key stakeholder in local, state, and national health networks by participating in work groups, developing networks, and providing leadership; maintain relationships with public, civic, community, and member organizations.
  • Advances and supports effective and sustainable partnerships with health care, social services, and community-based organizations to achieve the mission and purpose of the organization.
  • Serve as a liaison between OCHC and all external stakeholders.
  • Establish and maintain an effective system of communications throughout the organization.
  • Represent the organization to the business community, the media and through oversight of promotions, marketing, and public relations plans .

GRANT MANAGEMENT

  • Ensure the organization obtains appropriate funding and manages programs within guidelines and scope of service.
  • Ensure all grant funding is compliant with federal, state, local and HRSA regulatory requirements.
  • Maintain strong relationships with government agencies and other grant partners; delegate to and supervise staff members in achieving grant outcomes.

BOARD DEVELOPMENT AND INVOLVEMENT

  • Arrange for the Board of Directors development activities and ensure regular participation of the Board in policy-level decisions.
  • Identify short-and long-term goals to ensure that OCHC is postured for success and a competitive advantage.
  • Provide information and commentary pertinent to the Board’s deliberations
  • Recommend options, course of action, and implement directives.
  • Provide the Board Chair with information needed to facilitate Board and committee meetings as appropriate, conduct needs assessments, and strategic planning.
  • Promote the mission, vision, and values of the organization in all interactions.
  • Other miscellaneous job-related duties may be assigned.

QUALIFICATIONS AND REQUIREMENTS

Knowledge, skills, abilities, and competencies:

  • Exceptional ability to work within the broad framework of health and services programs with diverse individuals and groups.
  • Comprehensive knowledge of executive and leadership roles including managerial, financial, and supervisory skills and practices, preferably in a health care and/or non-profit environment.
  • Strong analytical and strategic thinking skills with a demonstrated ability to create, implement, and monitor complex plans and then translate those plans into concrete strategies and goals.
  • Exceptional ability to build strong relationships with a variety of stakeholders, including Board, partner health care organizations, church congregations, community organizations, and community members.
  • Possess strong professional writing and effective grant writing skills.
  • Excellent oral communication skills, facilitation skills as well as clear, concise, and persuasive presentations.
  • Must be innovative and have high aptitude to work effectively and lead change in a diverse work environment.
  • Must be highly skilled in strategic planning, conflict resolution, problem solving, collaboration and facilitation skills.
  • Must possess above-average knowledge of federal, state, and local funding regulations to ensure organizational compliance.
  • Must possess above-average knowledge in health care and employment related laws to ensure organizational compliance.
  • Must communicate effectively with patients, families, communities, other health professionals and co-workers in a responsive and responsible manner to support a team approach to the maintenance of health and the treatment of disease.
  • Keeps all matters related to the organization confidential in accordance with HIPAA and the organization’s confidentiality policies and procedures.
  • Proficiency in standard administrative software application and other technology used by OCHC.

Education and Experience:

  • Bachelor’s degree in business or healthcare management required. An advanced degree in business, health care administration or related field preferred.
  • A minimum of 5-7 years of progressive healthcare leadership experience, demonstrating a comprehensive understanding of health care, financial, and administrative duties involved in directing the operations of a CHC or ambulatory care center. Experience in FQHC preferred.
  • Demonstrated experience in the management and operations of a multifaceted business resulting in sustainability and a competitive advantage.
  • Progressive experience in successfully overseeing organizational compliance with federal and state regulations for non-profit organizations.
  • Strong communications and public relations experience is essential and bilingual skills are helpful, but not required.
  • Prior experience working in marginalized, disenfranchised, and multicultural settings.
