What is TOOF?
The Other Ones Foundation (TOOF) is a nonprofit that offers extremely low-barrier work opportunities, case management, and humanitarian aid to people experiencing homelessness. TOOF offers several homeless services related programs which include the Work Force First (WFF) program, the Mobile Hygiene Clinic, Going Home, and the service coordinator for the Esperanza Community.

Job Summary:
Under the direction of the Esperanza Community Program Coordinator, the Housing Stability Team Lead serves clients who have recently transitioned out of homelessness or are at risk of returning to homelessness and supervises frontline case management staff. The Housing Stability Team Lead’s primary focus is on modeling successful case management and mentoring frontline staff by ensuring they receive the appropriate training and daily direction required for the client to achieve independently sustainable permanent housing, improved financial stability, and increased accessibility to healthcare and other social services.
Responsibilities:
● Works in conjunction with the Esperanza Community Program Coordinator and Program Manager to develop, implement, and refine the case management delivery system
● Focus team members’ actions on the five key tasks of case management: engagement, assessment, planning, linking, and monitoring, and the underlying principles of hope and client self-determination
● Oversee administration of screenings and assessments to clients to identify both barriers and strengths to exiting homelessness and securing independently sustainable permanent housing
● Oversee development of individualized service plans to establish scope of services and to monitor progress toward client goals; ensure that service plans are participatory, comprehensive, build on client strengths, promoting sustainable housing, supportive service objectives, and safe and humane environments free from abuse, neglect, and exploitation
● Support client efforts to obtain vocational trainings and education, secure employment or a fixed source of income, develop budgets and plan for financial stability, and build other life skills as needed to succeed in the communities of their choosing
● Administer financial assistance as needed to support housing and basic needs expenses
● Maintain organized hard and electronic client files, document work accurately and in a timely fashion and in adherence to data standards and program requirements which may include proof of client eligibility, proof of services, reporting and deadlines. Stay up to date on data standards and program requirements as they change ● Assist clients in applying for and enrolling in public benefit programs

● Engage in Esperanza Community and TOOF functions and cooperate to provide a professional work environment, staff cases, address program needs, and review community resources
● Complete detailed, accurate, timely data entry into the Homeless Management Information System (HMIS) and agency database, Apricot. Adhere to the HMIS Policies and Procedures Manual and license requirements. Enter data into HMIS and Apricot that complies with data integrity and data quality
● Attend and participate in team and agency staff meetings, trainings, functions, and other activities as needed
● Develop a deep level of understanding of local housing resources, social service organizations, and government benefits and entitlements
● Ensure completion of relevant intakes, enrollments and assessments for new community members, and complete the exit process for people leaving Esperanza Community
● Complete exit surveys for former residents and provide follow-ups at scheduled intervals to document outcomes and provide resources to anyone at risk of falling back into homelessness
● Intercede during any expressed challenges or grievances from staff or community members, which may include restorative justice practices
● Convene weekly one-on-one supervision meetings with team members
● Attend agency and program staff meetings, trainings, professional development, and community meetings relevant to Supportive Services
● Ensure accountability and program compliance with all HUD requirements by conducting regular reports and analysis of adherence to program policies related to housing of shelter residents
● Identify CoC and partner agencies engaged in homeless service provision activities as well as personnel charged with the same in Travis County, Texas area
● Participate in and convene networking and other meetings among CoC partner agencies and their Supportive Services staff
● Develop collaterals reflecting best practices to support the ongoing professional development needs of the Supportive Services team
● Roll out performance incentives, recognition, and other practices selected to ensure appropriate acknowledgment of team members’ work and to support retention
● Develop a working knowledge of public housing agencies such as the Housing Authority of the City of Austin (HACA), the Housing Authority of Travis County (HATCTX), and the Texas Department of Housing and Community Affairs (TDHCA)
● Complete detailed, accurate, timely data entry into the Homeless Management Information System (HMIS) and TOOF’s agency database that complies with data integrity and quality standards and perform special projects as assigned
Supervisory Responsibilities:
This position will require management, supervision and training of case management staff. All supervisors are expected to utilize a coaching model to provide a healthy and supportive work environment for staff. This includes adequate training, regularly scheduled supervision meetings and ongoing coaching to enhance job performance and encourage professional development. Below are the responsibilities:
● Lead a team of 4-5 Case Managers serving clients enrolled in TOOF’s Housing Stability Program
● Models and encourages practices and strategies that align with organization mission and values
● Offer support, guidance, training, coaching, and administrative supervision to team members
● Provide back-up coverage for team members when needed
● Manage team performance through Apricot and HMIS reports cross referenced with contractual obligations
● Maintains staff by recruiting, selecting, orienting, and training employees and developing personal growth opportunities
● Accomplishes staff job duties by coaching, counseling, and implementing positive improvement plans with employees. Plans, monitors, and appraises job results
● Provides and/or advocates for resources or tools needed to meet their program objectives/metrics
● Implements and enforces systems, policies, and procedures
● Maintains safe and healthy work environment by establishing and enforcing organization standards and adhering to legal regulations

Qualifications & Skills:
● Experience with working with individuals that are at risk of homelessness and familiarity of the nuanced sub - culture shared by people who have experienced housing instability and homelessness
● Able to promote a culture that encourages low barrier access to services
● Ability to maintain professional boundaries and engagement skills with a challenging population and in nontraditional work environments
● Excellent communication skills as well as well-organized and apt in problem-solving
● CPR certified or CPR certificate completion within 3 months of being hired
● Complete Mental Health First Aid training within 3 months of being hired
● Committed to understanding and supporting diversity, equity, inclusion and belonging (DEIB)
● Must demonstrate a high level of intercultural competence, an understanding of the diverse identities and cultures of people experiencing homelessness, and in developing and supporting inclusive communities
● Proficient in utilizing Google Suite, Microsoft Office and Microsoft 365 applications
● Proficiency in motivating others and problem solving
● Ability to work collaboratively with co-workers and external partners
● Ability to efficiently produce quality work, adhere to agency and contract requirements, and work independently ● Ability to deliver services to a culturally and ethnically diverse population
● Ability to multi-task and complete assignments in an effective manner and make constructive use of professional supervision
● Exceptional verbal, written and interpersonal communication skills

● Experience implementing the principles of harm reduction, trauma informed care, motivational interviewing, and housing first
● Reliable transportation and active auto insurance with clear multi-state criminal history, must have a valid Class C Driver’s License and satisfactory motor vehicle driving record
● 2 years of Senior Case Management experience required as well as 2 years of Homeless Response System experience preferred
