Position summary
The Procurement Manager is responsible for source selection and procurement functions directly associated with the company’s needs for materials, services, utilities, fixed assets and supplies. These products and services are to be secured at cost, quality, and delivery competitive levels consistent with company policy and performance standards. The position is further responsible for the timely planning and scheduling of receipt and inventory control of the products and services as assigned consistent with ERP software requirements or as appropriately concluded with a requisitioner. In addition, this role will evaluate the existing supply base to identify opportunities which deliver cost savings and the highest quality to support Company’s goals and objectives.
Essential functions
  • Lead, manage and execute supplier sourcing, forecasting, contract and relationship management, data analysis, and compliance.
  • Identify and support company and site-level procurement initiatives for cost savings, contract opportunities, supplier quality and risk mitigation of single sourced materials.
  • Develop, manage, and supervise all aspects of procurement, including sourcing, purchasing, logistics and related administration.
  • Participate and support all manufacturing to influence sourcing to meet budgetary targets.
  • Performs routine spend analysis to understand indirect spend variance and find cost reduction opportunities via collaboration with budget owners. Prepare various reports for cost savings tracking supplier spend analysis and performance.
  • Develop key supplier relationships to serve the company’s needs.
  • Drive strategic supplier initiatives including supplier selection, development, consolidation and onboarding methodology.
  • Evaluate vendor performance for profitability and establish service level standards.
  • Develop and deploy risk mitigation strategies (assurance of supply, tariff issues, alternative manufacturing, cost increases, single supplier risks, etc.).
  • Participate or lead cross-functional initiatives to reduce costs and improve quality.
  • Support projects and collaborate for supplier selection, negotiation, and contract implementation.
  • Support Company’s strategic initiatives.
  • Negotiate and manage contracts.
  • Process requisitions and place orders with approved suppliers to obtain materials and services.
  • Actively manage and assist in procure-to-pay process, including development and maintenance of internal controls, including onboarding suppliers.
  • Provide support to resolve supplier quality issues and take corrective action.
  • Notify internal customers of supplier change notifications, assume role as liaison with supplier to obtain documents and material required to approve change. Provide frequent updates to stakeholders impacted by change to mitigate supply chain risk.
  • Comply with company SOPs and documented processes.
  • Educate, train and enforce sourcing, procurement processes and policies utilizing innovative business acumen and best practices.
  • Leads strategically critical projects that bring exceptional value to the company through total cost reduction, key supplier relationships, commodity focus, supplier consolidation, cost/benefit financial analysis, and supplier quality management.
  • Ensures compliance with government, industry, best practices and appropriate corporate policies and procedures for purchasing/subcontract activities.
  • Develops, implements, and monitors department budget; manages expenses within approved budget constraints.
  • Builds strong working relationships across organizations and geographies both internally and externally.
  • Other duties as assigned.
Required skills/abilities
  • Excellent verbal and written communication skills
  • Excellent interpersonal and negotiation skills with a proven ability to create and maintain positive working relationships with vendors, suppliers, shippers, and customers
  • Strong strategic development and leadership skills
  • Extensive knowledge of procurement strategies, tactics, negotiation, and contracting skills.
  • Well organized, detail-oriented, able to multi-task.
  • Thorough understanding of company products and logistics
  • Strong analytical and problem-solving skills with ability to establish processes, procedures, and execute flow of goods for the organization
  • Self-confident and self-motivated person able to prioritize and focus on the completion of key targets, and comfortable in a fast paced, growth oriented, results driven organization
  • Advanced PC skills (specifically Excel, Power Point & Word) including knowledge and hands-on experience with ERP/MRP systems Ability to travel to US and Canadian offices, and manufacturing sites
Education/experience
  • Bachelor s degree (BA/BS) in business, finance, engineering, sciences, purchasing, or other operations field is required
  • 7-10 years of purchasing experience, global operations, or finance.
  • Previous experience working in an agricultural manufacturing environment, with fertilizer experience preferred

Physical requirements and work environment
While performing the duties of this job, the employee is regularly required to talk on the phone, speak with the public, hear on the phone, hear in person, and use hands and fingers. This job requires the employee to sit for prolonged periods with minimal exposure to hot and cold temperature extremes that could be encountered at Ostara’s job sites. The employee must occasionally lift and/or move up to 25 pounds. This job requires close vision and the ability to adjust focus. The noise level in the office environment is usually low. Will occasionally be exposed to noise levels in production environments.
Location and travel
This is position is located in St. Louis, MO. Approximately 20% travel is expected.
