Overview:

Under general supervision, performs complex analytical tasks in areas, including but not limited to contract administration, compliance, and management; budget development; financial tracking; invoice processing and performance measurements. Develops and maintains databases and diagnostic tools to monitor, analyze and improve contract service operations and performance. This position is also responsible for invoicing, financial projections, reporting, and service modeling.

Business Unit Analyst, Senior- This is an exempt position in Salary Grade N: Min $73,382.40 - Mid $87,422.40 - Max $101,441.60 annually. The starting salary will be within this range based on qualifications.

Business Unit Analyst- This is a non-exempt position in Salary Grade M: Min $32.06 - Mid $38.19 - Max $44.31 hourly. The starting salary will be within this range based on qualifications.

Responsibilities

  • Assists in the administration and oversight of department projects and programs. Provides contract administration support including participation in contract procurement and transition activities, contract oversight and compliance, and other related duties.
  • Performs administrative oversight of department data collection systems and databases. Oversees the continued development and testing of department applications; maintains user profiles and permissions. Develops, manages, and maintains department databases and dashboards. Performs weekly/monthly/quarterly data collection, reconciliation, analysis, and reporting from various sources.
  • Maintains, manages, compiles, and tracks department financial data against budgets and contract maximum obligations. Verifies invoice validity, generates payment requests, tracks expenditures, and prepares payment requests for program expenditures. Participates in the development of department budgets and financial forecasting.
  • Interacts regularly with internal departments, external agencies, contractors, vendors etc. Makes periodic field visits to contractor and program sites and call box locations to maintain systems and verify work has been done correctly, per contractual requirements.
  • Maintains familiarity with agency and department operations, strategies, and development. Monitors national business unit trends and developments and reports on significant items.
  • Communicates effectively orally and in writing with all levels of management and staff. Writes reports and business correspondence and develops presentations.

Develops Strategic Perspective: Knows how immediate work relates to organizational strategy, translates into actionable steps.

  • Identifies areas for management focus, review, and attention; provides recommendations for resolution to potential issues or concerns, including optional courses of action and supporting documentation and analysis for recommended options.

Drives for Results: Operates with speed and intensity, translates long-term goals into immediate actions.

  • Assists in developing and implementing problem resolution procedures, delivers presentations, describes guidelines, and writes staff reports, presentations, and handouts to communicate proposed procedural changes. Interfaces closely with internal and external groups to successfully deliver programs.

Solves Problems & Analyzes Issues: Has and applies problem analysis and problem-solving skills on a technical and interpersonal level.

  • Compiles, analyzes and reports on program operating data, tracks expenditures to monitor programs and contracted services against annual budget and contractual obligations. Develops and maintains department databases, analyzes service and financial data, develops and maintains models for short term and long-term planning.

Qualifications

Business Unit Analyst, Senior- Any combination of education and experience equivalent to a bachelor’s degree in business administration, economics, finance, or similar field, with a minimum of five years of professional level applicable experience. Experience that includes the areas of data analysis, financial analysis, performance monitoring, and contract oversight are preferred.

Business Unit Analyst- Any combination of education and experience equivalent to a bachelor’s degree in business administration, management, or similar field with a minimum of three years of directly applicable experience.

Special Qualifications:

Possession of a valid California Driver License, a safe DMV driving record that is within agency standards, and the ability to navigate Orange County freeways is required.
