Overview:
Under general guidance, manages the agency's mobility management programs, including the paratransit eligibility certification program to meet the requirements of the Americans with Disabilities (ADA). Develops and implements mobility transportation service programs in conformance with goals and participates in community outreach activities in support of these services.
This is an exempt position in Salary Grade S: Min $101,254.40 - Mid $120,660.80 Max $140,046.40 annually. The starting salary will be within this range based on qualifications.
This position will remain open until filled.
Responsibilities

Ensures successful implementation of section goals and objectives. Ensures that the agency's paratransit eligibility services and other mobility management programs meet FTA/ADA requirements. Assists with planning activities undertaken to project and address future demand for paratransit services.
Supervises the preparation of requests for proposals, negotiations, and compliance of contracts with vendors. Monitors performance of contractor and conducts audits of contractor service delivery and compliance with the contract parameters. Develops plans and strategies for corrective actions when necessary.
Reviews, determines, and communicates reasonable modification requests results for department programs.
Develops, implements, and ensures paratransit service eligibility policies meet FTA/ADA guidelines, including the no-show policy, conduct policy, and the eligibility determinations appeals process. Identifies, recruits, and trains qualified appeal committee members. Oversees the scheduling, conduct and disposition of the appeals process to ensure compliance.
Prepares reports, technical memoranda, and other documents regarding paratransit eligibility and other mobility management programs. Makes presentations to the Accessible Transit Advisory Committee, the Board of Directors, management, public officials, and the general public on the current status, projections, and issues associated with the implementation and operation of the paratransit eligibility and mobility management programs.
Reviews section expenditures, approves invoices, tracks, and controls expenses within the section. Corrects any conditions which may adversely affect the compliance of a contract and/or program milestone, schedule, and budget parameters.
Customer & External Focus: Markets his/her workgroup effectively and influences others in the organization.
Educates the public about the ADA paratransit eligibility criteria, application process, and other mobility management programs. Responds to customer questions and complaints and responds to calls when a request for supervisor is made by caller.
Develops and implements mobility management programs, including transit training, to enhance mobility among seniors and persons with disabilities.
Participates in public outreach and communication activities, including meetings and workshops. Assist with the development and distribution of public communication materials including, the transit connection newsletter and other public information.
Inspires & Motivates Others: Moves others to high level of performance, unlocks exceptional results in self and others.
Plans, directs, and evaluates performance of section personnel and develops personnel performance plans and performance evaluations. Hires, trains, supervises, and evaluates staff. Prepares staff development plan and provides training to staff on ADA paratransit eligibility and other mobility management programs.
Works in a Collaborative Manner with Others: Works in a collaborative manner with others, helps resolve unproductive conflict.
Establishes and maintains positive and collaborative working relationships with elected officials, community groups, and customers in matters pertaining to paratransit eligibility and other mobility management programs.
Qualifications
Any combination of education and experience equivalent to a bachelor’s degree in business administration, public administration, or other related field with a minimum of five years of program administration experience, three years of which are in management or supervision. Contract transportation and paratransit experience is desirable.
