Overview:

Under general supervision, performs professional accounting activities which support the preparation, recordation, and reconciliation of accounting/business transactions.

This is a non-exempt position in Salary Grade ­­N: Min $35.28 – Mid $42.03 – Max $48.77 hourly. The starting salary will be within this range based on qualifications.

The position will remain open until a candidate is selected.

Responsibilities

  • Prepares the quarterly and annual Schedule of Expenditures of Federal Awards (SEFA) in conformance with state law and the Code of Federal Regulations (CFR).
  • Serves as grants related liaison and works with the internal and external auditor on the SEFA portion of the annual audit.
  • Performs grant-related post-award accounting functions such as expense and revenue monitoring, accounts reconciliation, reimbursement requests, fiscal and financial reporting.
  • Manages and maintains grant accounting including a review of monthly program reports, and communicates with Project Managers and Grant & Revenue Department on grant status.
  • Performs month-end, quarterly and year-end journals/closing activities for grants and other assigned accounts, such as accruals.
  • Performs other accounting and financial reporting for grants as needed.
  • Contributes to the preparation of the Annual Comprehensive Financial Report (ACFR) and Popular Annual Financial Report (PAFR).
  • Assists in monthly reconciliation of assigned balance sheet accounts.
  • Maintains accounting records to ensure compliance with generally accepted accounting principles (GAAP) and other special requirements.
  • Provides backup support to the Daily Cash Deposit Report, interest income allocations, and cash deposits.

Solves Problems & Analyzes Issues: Has and applies problem analysis and problem-solving skills on a technical and interpersonal level.

  • Determines validity and allocability of charges to various accounts and the adequacy of GL records.
  • Reviews and analyzes invoices and cash receipts related to grants expenses and revenues to determine compliance with GAAP, rules, regulations, provisions, and policies.
  • Updates Grants Management System with Period of Service of the applicable expenses.
  • Analyzes transactions and prepares periodic reports of activity; computes mathematical and statistical data for various financial reports.
  • Performs ad-hoc financial analysis in response to grants.

  • Contributes to the development and maintenance of accounting procedures.
  • Prepares required schedules and assists independent auditors during the annual internal and external audits.
Qualifications

Bachelor's degree in Accounting or related field with a minimum of three years of professional experience in accounting. Experience in governmental administration finance/accounting or grants management and reporting is preferred.
