Overview

To ensure the administration of solicitations for the school district in accordance with School Board Policy and State Board rules for the best value to meet schedules.

Responsibilities and Qualifications

QUALIFICATIONS:

  • Bachelor's Degree from an accredited institution; or any equivalent combination of related education, training and/or experience which provides the required knowledge, skills and abilities to perform the essential functions.
  • Two (2) years of procurement/buying related experience required.
  • School district experience preferred.
  • Public procurement experience in buyer/purchasing agent role is preferred.
  • Certified Professional Public Buyer (CPPB), Certified Public Purchasing Officer (CPPO), Certified Purchasing Manager (CPM), or Certified Public Contract Manager (CPCM) preferred.
  • KNOWLEDGE, SKILLS AND ABILITIES:Knowledge in the implementation of Florida Statutes, State Board of Education Regulations and School Board Policies. Thorough understanding of procurement policies and procedures. Knowledge and experience in researching, writing, evaluating and administration of solicitations. Ability to analyze and negotiate proposals and contracts. Demonstrated leadership and management ability; skill in public relations; ability to apply principles of continuous quality improvement to the procurement process. Must possess good verbal and written communication skills. Proficient computer skills on widely-used software which enables the compilation of estimates, spreadsheets, and statistical analysis. Knowledge of and commitment to decision making and accountability for results. Activities occur inside and outside.PERFORMANCE RESPONSIBILITIES:* Manifest a professional code of ethics and values.* Respond to internal and external customers in a timely, accurate, courteous and empathetic manner representing OCPS in a positive light.* Model the routine, intentional and effective use of technology in daily work, including communications, organization and management tasks.* Collect, compile and analyze data on complex, multifaceted procurement actions.* Recommend guidelines for contracting purposes.* Manage complex competitive solicitation processes, purchase order processes and other assigned projects.* Develop complex, non-restrictive specifications from information received from district staff to solicit formal bids, invitations to negotiate, requests for proposals and request for quotations, etc.* Initiate, issue, monitor and evaluate formal bids, invitations to negotiate, requests for proposals, and requests for quotations, etc., to ensure timely processing and award.* Conduct pre-bid and pre-submittal conferences as required.* Analyze and evaluate solicitation responses to determine and recommend lowest, responsive and responsible bidder or respondents; evaluate response, pricing data, scope of services and contract terms.* Facilitate evaluation and interview/presentation meetings for solicitations as required.* Conduct contract negotiations as needed.* Conduct vendor references and site visits as needed.* Prepare contracts, agreements, and amendments as needed.* Prepare agendas in accordance with established pre-agenda time-lines and procedures.* Monitor minority vendor participation in the bidding process.* Work to resolve bid protests.* Monitor compliance of all issues regarding the district’s purchasing policies and procedures.* Perform daily editing, monitoring, and processing of requisitions into purchase orders in accordance with district policies and procedures.* Release purchases orders in accordance with district’s policies and procedures.* Prepare correspondence, memos, reports, and other documents relative to assigned functions to resolve issues with purchase orders and requisitions, solicitations, contracts, agreements, etc.* Prepare and maintain statistical and informational reports.* Initiate and publish commodities and pricing for school and departmental use in a timely manner.* Research and identify commodities and services appropriate for implementation of strategic sourcing.* Monitor ongoing vendor relations pertaining to solicitations; leads solicitation extension/rebid process decision.* Authorize solicitation interpretation and enforcement.* Interface with internal and external customers and suppliers to resolve complex issues and problems.* Draft plans and recommend processes and procedures to improve the efficiency of the procurement services department.* Conduct non-bid vendor relations, coordinated general contact with vendors’ sales and executive staff, inform vendors of district policies and procedures, hold vendor meetings, attend trade shows and industry conferences as approved.* Assist in planning work procedures and reviews work for accuracy and conformance to agency policies, regulations and statutes.* Keep abreast of economic and business issues that affect procurement policies.* Make decisions to adequately meet evolving conditions and define strategies to effectively meet business objectives.* Keep the Administrator, Procurement Services informed of critical issues within the section and assigned area of responsibility of incidents about which he/she and the board should be aware.* Establish and maintain effective working relationships with schools, departments, management, and the public.∗ Follow the district’s policies and procedures as related to all HRMD guidelines and the district’s instructional initiatives.∗ Follow the district’s policies and procedures as related to fixed assets.∗ Develop leadership in subordinates.∗ Responsible for keeping up to date on current technology being used by OCPS. With the support of the district, attend training to ensure skill level in various technologies is at the level required to perform in current position.∗ Responsible for maintaining timely and accurate information and accountable for the quality of information maintained by those they supervise.∗ Responsible for self-development and keeping up to date on current research, trends and best practices relevant to the area of responsibility.Performs other duties and responsibilities as assigned by supervisor.* Essential Performance ResponsibilitiesTERMS OF EMPLOYMENT:Non-bargaining unit compensation plan, twelve months, 8.0 hours per day.EVALUATION:Performance of this job will be evaluated in accordance with provisions of the Board’s policy on evaluation of personnel.
