Summary:
Performs complex administrative and regulatory work within the Beacon Communities (Beacon) portfolio. Reviews and monitors changes from regulatory agencies to ensure compliance with all programs. Monitors current practices and revise and/or develop Standard Operating Procedures as necessary to ensure ongoing compliance. Creates and/or updates Beacon forms to ensure performance requirements are continuously met. Certifies onsite monthly quality control reviews of Beacon resident files are completed, and the findings report is drafted. Essential Duties Responsibilities
The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed. These essential functions require a consistent presence in the work environment on a regular basis and regular attendance must be maintained.
-Conducts reviews of resident files to ensure compliance with HUD, TDHCA, MDSI, CoSA, TAA, and other regulatory agencies. Assists the Assistant Director (AD) with establishing and/or implementing quality control procedures to ensure the efficient operation of all programs.
-Assists the AD with reviewing correspondence from all regulatory agencies and drafting the response.
-Conducts periodic on-site property visits to confirm that mandated documents are appropriately posted in designated areas.
-Ensures that onsite quality control and desk reviews are performed according to the compliance schedule, facilitates an exit interview with management teams to discuss findings, and follows up to ensure that corrections are completed by the established deadline.
-Prepare a summary report outlining any improper application of policies, procedures, and rules by Beacon staff identified during the review.
-Produces a Compliance Critical Issue Report for AD review when findings pose a risk to residents, program, funding, Beacon, and/or Opportunity Home.
-Review complaints received from residents, regulatory agencies, and elected officials and prepare a draft response for review and approval by the AD.
-Serves as Beacon's representative during on-site monitoring reviews and physical inspections by regulatory agencies, reviews deficiency reports, and coordinates with management teams to ensure non-compliance events are addressed within the corrective action period.
-Ensure management teams are prepared for on-site file reviews, desk reviews, and physical inspections.
-Remains up-to-date on all federal and state regulations, attends program training sessions, submits recommendations for new policies and procedures, and updates existing policies and procedures to ensure ongoing compliance.
-Responsible for maintaining and updating all Affirmative Fair Housing Marketing Plans (AFHMP) and Resident Selection Criteria documents.
-Review regulatory reporting documents for accuracy, prepare the corresponding Memorandum to Execute Documents, and ensure all reports are submitted to the regulatory agency by the established deadline.
-Prepares presentations and conducts onboarding and compliance training.
-Creates and updates standard operating procedures, property forms, and resident file checklists
-Review and draft all HUD PBRA Housing Contracts, prepare the Memorandum to Execute Documents, and route in Docusign for approval and execution.
-Review and override Yardi Screenings when appropriate; refer all criminal history overrides to the AD for review and approval.
-Serves as the Reasonable Accommodation Coordinator for Beacon
-Collaborate with the Operations Support Team to ensure that performance and financial reports are working appropriately and offer suggestions for improvement.
-Serves as the primary OAG Account Holder for Beacon.
-Complete all duties as assigned or requested as outlined in operational and procedural guidelines. These guidelines are maintained and issued in the event of an emergency situation that arises at a property or any other location that serves our residents or employees.
-Participate in Trauma Informed Care (TIC) initiatives to include training, workgroups, project assignments, etc., that are launched or implemented in order to achieve and/or maintain certification as a TIC organization.

Typical Qualifications

Education Required
-Bachelor's degree from a four-year accredited college or university in Real Estate Management, Business Administration, Accounting, Auditing or related field. Experience Required
-Four (4) years of full-time experience in compliance, property management, operations, business analysis, or a combination of these.
-Must have the ability to learn and use cloud applications such as the Google GSuite applications to include but not limited to: Google Chrome Browser, Gmail, Drive, Calendar, Docs, Sheets and Slides. Understanding document sharing and collaboration in the cloud. Experience and proficiency with Microsoft Office 365, cloud accessible applications to include but not limited to: One drive, Outlook, Word, Excel and Powerpoint or MAC or PC desktop equivalent is acceptable.

LIFE INSURANCE - (BLUE CROSS/BLUE SHIELD OF TEXAS)
Life insurance is furnished at no cost to the employee for the amount of one time the employee's annual salary rounded to the next thousand. Employees have the option to purchase additional life insurance at their own cost. This benefit is effective immediately. If additional life insurance is not elected during the first 30 days of employment, enrollment will be subject to the completion of an Evidence of Insurability form.
LONG TERM DISABILITY - (BLUE CROSS/BLUE SHIELD OF TEXAS)
Long-term disability is furnished at no cost to the employee. The employee will be eligible to receive a weekly benefit of 66.67% of their basic weekly income. This is effective following 90 days of employment.

RETIREMENT PLANS
OPPORTUNITY HOME PENSION PLAN
This is a mandatory benefit. All employees are required to participate in the pension plan following one year of employment. Opportunity Home contributes 11% and the employee contributes 5% of the gross wages each payroll. This is effective the quarter (January, April, July, or October) following the employee's one-year anniversary.

PTO DONATION
This is a voluntary program.
