POSITION TITLE: Program Manager

PROGRAM: ARTS

REPORTS TO: Operations Director

SUPERVISES: Direct Care Aides, Peer Support, Residential Supervisor

PURPOSE OF POSITION: Under direction of the Operations Director, the Program Manager provides administrative supervision and, within the scope of their licensure and/or area(s) of expertise, clinical supervision, for a team providing assessment, treatment, and rehabilitative services to individuals with mental illnesses and in need of assistance with daily living in an independent environment. The Program Manager also provides treatment services directly to clients and performs related duties as required. Participates in interdisciplinary team reviews for collaborative assessment and treatment planning to ensure quality care; conducts social, recreational, or occupational skill development in accordance with client needs; observes and reports to relevant team members observations of client's behaviors; confers with licensed staff regarding needed services and referrals to other community agencies. To monitor all Program communication, i.e., log entries, incident reports, phone/written communication to supervisor, families and to external bodies, as appropriate. Documents client activity according to established departmental guidelines under supervision of the Operations Director.

ESSENTIALFUNCTIONS:

  1. Actively build relationships with team members to aid in the delivery of services to clients and to foster development for each team member. Responsible for ensuring the training and development of Rehabilitation Counselors and Team Leads to enrich them in providing quality services to clients within the program. Ensure team members' compliance with all program standards and expectations per regulation.
  2. Evaluates new clients through the Crisis Receiving Center on key factors that support the best opportunity in the client obtaining long-term housing and stabilization that will support the client in meeting his/her needs. Coordinates services with the treatment team for appropriate placement and treatment; reviews employee charts to ensure program expectations are met; oversees review of client behaviors and discussions of plan(s) of action as needed; Supervises Team Lead and Rehabilitation Counseling employees and ensures employee participation in team meetings, employee meetings and trainings as required.
  3. Provides direct services, which may include direct care, medication administration, and basic medication services, within the scope of professional expertise; provides collateral consultation to partner agencies and/or family members involved in the client's life.
  4. Within the scope of expertise, provides oversight of team members, including supervision of basic upkeep of facilities, daily living treatment, and rehabilitation services; ensures that employees are informed of and in compliance with the department's policies and procedures for delivering services.
  5. Confers with Operations Director concerning worksite problems and program issues; identifies potential and actual program and operational problems and assists in the development and implementation of policies and procedures to resolve them; acts as a liaison between employees and management, including defining and advocating organizational goals and policies to employees and passing employees' views to management; represents program at meetings and performs site management duties when assigned.
  6. In conjunction with the Operations Director, interviews and selects candidates for hire, promotion, or reassignment; sets employee performance standards including standards in areas within the scope of their professional expertise; communicates expectations and ensures employee compliance; evaluates and documents employee performance; takes minor disciplinary measures, such as issuing warnings and reprimands, and recommends actions to Operations Director for more serious cases.
  7. Compiles and prepares statistics on clients served; ensures that proper documentation is kept and that charts are complete; identifies training needs and provides or arranges training for employees in program policies and procedures; prepares correspondence to clients; tracks participation of employees in necessary training or to ensure employees remain current with the department's administrative and program policies and procedures.
  8. Manages the performance of employees in delivering services and ensures that the goals and objectives of the program are met. Ensures the integrity in service delivery and supportive documentation and seeks opportunities to enhance accountability, and efficient processes and procedures within the organization. Consistently uses the performance management process to ensure expected performance and communication to employees about developmental needs.
  9.  Identifies employee training needs and seeks out resources to address such. Models and encourages effective communication within the department; reinforces positivity and professional support within the organization.

 EQUIPMENT, TOOLS AND WORK AIDS:

General office equipment to include PC. General home appliances provided in group facility. Vehicle operation.

SHIFT: Exempt Position/Hours as required. 

SALARY: Commensurate with experience. 

ESSENTIAL QUALIFICATIONS:

A. EDUCATION AND FORMAL TRAINING:

Broad knowledge of a discipline such as Social Work, Psychology, Human Services, Nursing, Special Education, Health Science, or related field. Prefer experience in alcohol and drug assessment, treatment, and rehabilitation services, as well as knowledge of principles and practices of supervision and performance management.

B. WORK EXPERIENCE:

At least five (5) years of experience in Social Work, Human Services, or Psychology field.

C. KNOWLEDGE, SKILLS, AND ABILITIES:

  1. Mental health treatment experience is a community based or residential program.
  2. Ability to manage employees to ensure the delivery of services within the program.
  3. Ability to analyze and conclude from information, solve practical problems, deal with variables.
  4. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  5. Maintains a valid Virginia driver's license and can drive a van.
  6. Regular and predictable attendance. Flexibility and responsiveness.
  7. Certification in basic first-aid, CPR, crisis intervention, and medicine administration.
  8. Must be able to successfully pass State, Federal, and Central Registry investigations.

 The employee must occasionally lift and/or move up to 20 pounds and infrequently lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception and ability to adjust focus.
