One Community Health is Hiring an IT Manager (On-site) Near Hood River, OR

The One Community Health (OCH) Information Technology Manager will supervise and direct the day-to-day activities of IT administration staff and activities. This position will be involved with the design, installation, modification and ongoing maintenance of hardware, software and related peripherals; developing and implementing IT procedures and best practice guides; conducting regular system audits; overseeing and determining timeframes for IT projects including system updates, upgrades, and migrations. The IT Manager will guide development of the IT team, identifying and acting on opportunities for team training and skills advancement. This position is full-time and located in Hood River, Oregon.

Job Specific Functions:

  • Network Management and Maintenance: Overseeing the installation, maintenance, and upgrade of networking hardware and software. Ensuring the network is up-to-date with the latest updates, patching, and security features available.
  • Security Oversight: Implementing and managing network security measures to protect data, software, and hardware. Leveraging systems for real-time monitoring for security breaches and ensuring remediation actions are performed timely.
  • Technical Support and Troubleshooting: Providing technical support to staff and troubleshooting network issues. This may include handling more complex network problems and liaising with support when in need of escalation.
  • Performance Monitoring: Regularly monitoring network performance to ensure its optimal operation. This includes analyzing network traffic, performing capacity planning, and making recommendations for improvements.
  • Policy Development and Implementation: Developing, implementing, and maintaining policies and procedures related to network hardware and software, use, support, security, and backup procedures in conjunction with Senior Leadership.
  • Budget Management: Managing the budget for network operations, including purchasing and maintenance of hardware and software.
  • Staff Training and Management: Training staff on new network technology and software, including IT team when applicable.
  • Compliance and Regulations: Ensuring compliance with healthcare regulations related to data security and patient privacy (e.g.: HIPAA). Generating work plans from Risk Assessments, scans, and reviews to adopt and grow OCH adherence to best practices.
  • Vendor Management: Coordinating with vendors for services related to networking and technology support, including monitoring adherence to service level agreements.
  • Emergency Preparedness and Disaster Recovery: Maintaining, developing, and implementing disaster recovery plans to ensure network functionality in case of emergencies.
  • Collaboration with Other Departments: Working closely with other departments to understand their IT needs and ensure the network and software supports these requirements effectively. Participate in project activities supporting OCH teams and their initiatives.
  • Reporting and Documentation: Ensuring detailed documentation of the network systems and procedures are maintained and produced.
  • People Management and Development: Supervise and direct the day-to-day activities their direct reports. Coach and mentor the IT team, identifying opportunities for team training and skills advancement. Provide performance reviews/management and one-on-one check ins with direct reports. Perform other related administrative duties (e.g.: Approval of timecards, Schedule management).

Minimum Qualifications:

  • Bachelor’s degree in Computer Science, Information Technology, Network Administration, or a related field. A combination of education and proven experience would be considered.
  • 3 years of experience in information systems.
  • 2 years supervisory or managerial experience
  • Effectively adapt to rapidly changing technology and apply it to business needs.
  • Explore and solve problems logically and consistently using excellent troubleshooting skills.
  • Manage stress effectively in high-pressure situations balancing the needs of several projects, people and problems simultaneously.
  • Advanced understanding of IT principles and an ability to communicate technical concepts effectively to a varied audience.
  • Meet team and organizational goals safely and with high level of quality.
  • Successful relationship management skills involving multidisciplinary teams in a diverse, multicultural environment.
  • Coach and mentor staff and identify opportunities for growth and improvement.
  • Effectively in an operation that expects and promotes teamwork.
  • Inspire trust and confidence and communicate effectively with internal and external audiences.
  • Maintain a high degree of professionalism and confidentiality.
  • High level knowledge and skills on Windows endpoints and servers.
  • High level knowledge and skills with Windows endpoint hardware.
  • High level knowledge and skills pertaining to networking equipment.
  • Knowledge of, and compliance with HIPAA Security and Privacy regulations.

Preferred Qualifications:

  • Bilingual in Spanish/English preferred
  • Microsoft Certified: Windows Server Hybrid Administrator Associate
  • Microsoft Certified: Security, Compliance, and Identity Fundamentals
  • Project management certification
  • Experience in a community or migrant health center (FQHC) or other healthcare setting.

Compensation:

  • Salary/Exempt: $85,000-$100,000 annually, DOE
  • Bilingual Differential: Additionally, we offer $0.75 per hour as compensation for bilingual proficiency in both English and Spanish.
