Oklahoma State Regents For Higher Education is Hiring an Applications System Analyst III Near Oklahoma, OK

This position is primarily a web application developer. Focused on converting existing or creating new web applications to work with WordPress front ends on various agency owned websites. The candidate will be working both individually and with project teams to either convert existing applications to work with the change of the web front end, or developing new applications based on the functionality of existing applications.
Additionally, this candidate will help troubleshoot and support existing custom legacy web applications, as well as participate in testing the functionality of critical web applications after system upgrades and security patches. The ability to write test scripts to automate repetitive tasks is a plus.
Oklahoma state agencies are subject to compliance with not only Oklahoma handicapped accessibility laws and regulations, but Federal Accessibility laws and policies. Consideration of handicapped accessibility when building any application or website is mandatory at OSRHE. As a developer the candidate will need to become familiar with and build in compliance with Section 508 of the Rehabilitation act (https://www.section508.gov/manage/laws-and-policies/ ) .
Experience embedding third party applications into WordPress, as well as the ability to write WordPress plugins is desired. Fluency in PHP, CSS, and MySQL will be needed. The ability to write secure MSSQL stored procedures is mandatory. Web-based application development with C# and .Net is also expected.
Familiarity with Git, SCRUM, Asana, Confluence, and OutSystems are a plus. Experience with WinForms, VB.Net, and ASP will be helpful for supporting existing applications.
Evening and weekend work is rare but may be required to meet goals.
Responsibilities and Duties
  • Design and build relational database objects using approved strategies for data acquisition, storage, processing, and retrieval.
  • Participate in all phases of the software development life cycle including the analysis, design, coding, testing, documentation, code review, and implementation of computer interfaces, applications, and systems.
  • Coordinate with OSRHE Security staff and management to ensure that all software developed or integrated into the OSRHE network and systems meet established security standards.
  • Define specifications, recommendations, business rules, and plans for the development, testing, implementation, and maintenance of applications/systems.
  • Participate in all aspects of source code storage and management.
  • Assist with establishing and improving software engineering best practices.
  • Design, code, test, and debug software according to established accessibility standards.
  • Ability to troubleshoot and optimize web pages for security and responsiveness
  • Assess and report on available resources and capabilities of systems in relationship to proposed projects or requests.
  • Provide end users with requested data, forms, reports, and mechanisms needed to maintain system integrity.
  • Provide software development time and resource estimates for the development of new applications as well as estimates for maintenance and updates of existing applications. Collaborate with other developers in team-oriented projects.
  • Act as a project lead on team-oriented projects as assigned.
  • Stay abreast of current tools, training, and products available for web based software development.
  • Perform other duties as assigned.
Minimum Qualifications
Bachelor’s degree in computer science or management information systems and three (3) years of experience in software development, or an equivalent combination of education and experience.
Knowledge of modern computer technologies, programming languages, software development techniques, and security practices. Thorough understanding of database principles, design, and programming with Structure Query Language (SQL) required. Understanding of industry standard software engineering approaches and best practices. Skill in creating, understanding, and applying system requirements. Experience developing and utilizing appropriate testing techniques and protocols. Strong analysis and troubleshooting skills. Experience building user interfaces for websites and/or web applications, including PHP and CSS implementation. Ability to work successfully in a team environment. Must be a self- starter and able to work independently when required. The employee must be available by phone before, after and during regular office hours, and must provide his/her own cell phone and cell phone service.
Clear focus and commitment to a high level of customer service. Strong verbal and written communication skills.
Preferred Qualifications
Experience with Microsoft and WordPress technologies. Experience utilizing Model View Controller (MVC) software design pattern. Experience with web-based application development using MySQL, PHP, C# / .NET preferred, along with SQL Server Stored Procedure experience and a proficient understanding of code versioning tools.
Supervision
The employee performs work under the supervision of the Web Development and Systems Manager.
Work Hours Agency offices are open to the public from 8 A.M. to 5 P.M. Monday through Friday. These are the normal office hours for Agency employees. Physical Demands
Ability to sit and stand for extended periods of time. Exhibit manual dexterity and hand-eye coordination to operate a computer, keyboard, photocopier, telephone, calculator and other office equipment. Ability to see and read a computer screen and printed material with or without vision aids. Ability to hear and understand speech at normal levels, with or without aids. Ability to communicate clearly. Physical ability to lift up to 25 pounds, to bend, stoop, climb stairs, walk and reach. Must use the proper manual handling equipment including but not limited to dollies, carts and lift team members. Duties are normally performed in an office environment with a moderate noise level.
