JOB TITLE
Rental Assistance Office Operations Manager
ANNUAL SALARY RANGE

$85,446 to $111,080
SUMMARY:
This position supervises, assigns, and monitors the work of staff responsible for the Emergency Housing Voucher Program, Family Self Sufficiency Program, interim and annual (re)certification process, unit transfer process, terminations, abatements, portability process, U.S. Department of Housing and Urban Development (HUD) Public and Indian Housing Information Center (PIC) data submission and correction process, and HUD Enterprise Income Verification (EIV) submission and correction process for programs administered by the Rental Assistance team, including but not limited to, the Housing Choice Voucher (HCV) Program, Emergency Housing Voucher Program (EHV), Moderate Rehabilitation Program, Family Self Sufficiency Program, Homeownership Program, HUD-VASH Program, Oklahoma Health Care Authority Living Choice Program, and other Special Program Initiatives. ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Analyzes and organizes office operations.
  • Ensures staff compliance with applicable HUD regulations and OHFA policies.
  • Oversees day-to-day operations for special programs and re-certification staff.
  • Responsible for the supervision of subordinate staff.
  • Assigns and evaluates work quality and monitors levels of productivity among staff.
  • Investigates and resolves complaints as appropriate.
  • Develops and implements procedures within the workgroup to improve customer service and employee productivity.
  • Reviews HUD PIC reports monthly to ensure timely completion of annual processes.
  • Reviews HUD EIV and Income Validation Tool (IVT) reports monthly to ensure timely and accurate submission and correction of 50058 data.
  • Interviews and recommends selection of new staff.
  • Oversees training of new and current staff.
  • Assists the Director with the development and implementation of long and short-term goals for the department.
  • Represents the department with outside organizations as requested.
  • Assists with the preparation of the department’s annual operating budget.
  • Performs additional duties as assigned.
  • Delivers exceptional customer service to all external and internal customers by being polite and helpful at all times.
EDUCATION AND EXPERIENCE:Bachelor's degree in public administration, business administration, law, social services, or a related field and four (4) or more years of supervisory experience. Equivalent education and/or experience representing eight (8) or more years of supervisory experience in public housing, Housing Choice Voucher Program, tax credit housing, or local government housing work may be considered in lieu of a bachelor’s degree.MINIMUM QUALIFICATIONS:

  • Comprehensive and demonstrable knowledge of HUD Housing Choice Voucher Program regulations.
  • Knowledge of HUD Housing Quality Standards.
  • Demonstrated ability to supervise others effectively and collaboratively, reinforcing satisfactory performance and dealing firmly but fairly with less than satisfactory performance.
  • Excellent communication and people skills. Ability to communicate with and relate to persons of diverse backgrounds and to establish and maintain effective working relationships with participants, landlords, and the public.
  • Demonstrated experience working in a high-volume call and production environment with high-performance guidelines and stringent deadlines.
CERTIFICATES, LICENSES, REGISTRATIONS:Certification in HCV Specialist.Certification in Section 8 Housing Management or Public Housing Management preferred.Valid driver's license and insurance coverage required.Must be bondable.
