Office of the Secretary of Transportation is Hiring a Tribal Affairs Specialist- P Near Wallops Island, VA

This position is located in the Office of the Secretary of Transportation, Office of Tribal Government Affairs. The incumbent provides a variety of administrative, clerical, & technical program support to facilitate and coordinate the workflow of the office, ensuring consistency and efficiency in the implementation of administrative policies, practices, and procedures, logistical support for meetings, telephone conferences, making travel arrangements for senior staff, and time keeping support.

Qualifications:

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience analyzing and interpreting law, regulations, and policies governing public, state, local, and/or Federal Government interactions with Tribal Governments.
  • Experience handling congressional, state, government, and/or legislative actions, plans, policies, and implementation strategies; as well as correspondence from Tribes or tribal organizations as related to a tribal program.  
  • Experience working with Federally recognized tribes and tribal organizations.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Administration & Management - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
  2. Decision Support - Knowledge of decision support theories, methods, and tools for identifying, synthesizing, representing, and evaluating the important aspects of a decision situation and prescribing the recommended course for decision makers and other stakeholders

For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

The Tribal Affairs Specialist:

  • Contributes to the development and implementation of tribal-related administrative policies, plans and goals, rules, guidance, and implementation strategies.
  • Monitors, tracks, and completes administrative tasks and duties that require use of automated systems for travel, training, performance, personnel, and time and attendance.
  • Coordinates the handling of Congressional, government, tribal inquiries.
  • Draft briefing papers for meetings with Tribal leaders and Tribal Organizations to be used by Department Senior officials.
  • Attends meetings with Congressional staff members, state and local government officials and Tribal representative groups

The ability to work cooperatively as part of an executive support team and communicate well is critical to this position.
