Office of the Secretary of Transportation is Hiring an Assistant General Counsel for General Law Near Washington, DC

The Office of the General Counsel provides legal advice to the Department of Transportation's (DOT) leadership to identify and resolve issues that foster DOT’s mission to deliver the world’s leading transportation and DOT’s goal to maintain its reputation as a model employer. 

Qualifications:

As a basic requirement for entry into the Senior Executive Service (SES), you must clearly articulate and describe within your five (5) page resume evidence of progressively responsible supervisory, managerial, or professional experience which involved management of a program or organization of significant scope and complexity.  Your resume must provide information regarding your professional experience and accomplishments that demonstrate your ability to perform the duties of this position and meet the mandatory Technical Qualification(s) and Managerial Executive Core Qualifications listed below.

TECHNICAL QUALIFICATIONS (TQs): Below are the descriptions of the mandatory technical qualifications for this position. Your five (5) page resume must provide information regarding your professional experience and accomplishments that demonstrate you meet these technical qualifications. 

TQ: Demonstrated knowledge and executive management experience in a large organization providing advisory services on a broad range of general law issues and the associated impacts to organizational policies and programs. Examples of related general law functions include: ethical standards of conduct; real property and asset management; intellectual property; all matters relating to the employment of personnel; interpreting and implementing the requirements of civil rights-related statutes, including equal employment opportunity, Americans with Disabilities Act, Title VI of the Civil Rights Act of 1964, and other civil rights matters, or providing representation of the organization in cases involving allegations of discrimination.

EXECUTIVE CORE QUALIFICATIONS (ECQs): Below are descriptions of the mandatory ECQs that are required for all SES positions. Your five (5) page resume must provide information regarding your professional experience and accomplishments that demonstrate you meet the 5 ECQs.

ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. Leadership Competencies: Creativity and Innovation, External Awareness, Flexibility, Resilience, Strategic Thinking, Vision
ECQ 2 - LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. Leadership Competencies: Conflict Management, Leveraging Diversity, Developing Others, Team Building
ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. Leadership Competencies: Financial Management, Human Capital Management, Technology Management
ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Leadership Competencies: Partnering, Political Savvy, Influencing/Negotiating

FUNDAMENTAL COMPETENCIES: The following competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Written Communication, Integrity/Honesty, Continual Learning, and Public Service Motivation.

Responsibilities:

The Office of General Law provides legal advice, counsel, and representation in Federal personnel, labor, equal employment opportunity, disability and civil rights law; employee ethical conduct and political activity; real property and asset management; and intellectual property.

The Assistant General Counsel (AGC) for General Law:

  • Serves as principal attorney for the Department in all civil rights and personnel law, ethics, intellectual property, drug and alcohol testing, and control issues.
  • Participates actively and personally with the highest officials of the Department, to include the Secretary, Deputy Secretary, and Assistant Secretaries, in the resolution of problems by providing appropriate legal advice in a fast-paced environment.
  • Leads a staff of attorneys and assigns cases, directs and evaluates performance, acts on recommendations, and approves or disapproves proposed actions.
  • Monitors legal activities conducted by legal staff across the Department of Transportation's Operating Administrations in these general law areas to ensure consistency in legal positions across the Department.
  • Oversees and directs legal services required in formulating and discharging Departmental responsibilities in all areas of civil rights, Equal Employment Opportunity, and personnel law.
  • Provides expert legal advice and oversees Departmental legal functions related to the powers and duties of Departmental officials; Vacancies Act issues; facilities and asset management; information technology investment and management and capital planning; political activities; and management of real property.
  • Serves as Alternate Designated Agency Ethics Official, provides authoritative counseling and interpretations to employees and serves as consultant of the Office of the Secretary with respect to questions of conflict of interest and ethical conduct, financial disclosure, and post- employment matters.
