DURATION OF APPOINTMENT: PermanentCOLLECTIVE BARGAINING UNIT: This position is not in a collective bargaining unit.
BRIEF DESCRIPTION OF DUTIES: This position is located in the Office of the Chief Financial Officer (OCFO), Office of Finance and Treasury (OFT), Payment Operations Center (POC). The incumbent assists with the formulation and implementation of financial programs and management systems as well as policies and procedures for the POC and OFT. Duties include but are not limited to: reviewing financial reports and studies to ensure OFT requirements are met and appropriate rules and regulations are adhered to by District agencies; assessing and testing work processes and procedures to identify risks, review production standards, and make tentative recommendations; assisting with the development of financial policies and procedures and updates processes or operational manuals; providing oversight with the implementation of new disbursement services, systems, and products, preparing comprehensive reports and analysis of the District’s check card and disbursements transactions; serving as the agency liaison in assessing and resolving problems with payment discrepancies and workflow processes; performing financial analyses of POC and OFT systems, reviewing and creating reports for purposes of optimizing payments processes; serving as the Contracting Officer’s Technical Representative by monitoring POC contractor’s progress; assisting with implementing and performing Electronic Banking and Payment Operations initiatives. Performs other related duties as assigned.
Two (2) years of progressive experience performing duties related to assisting with payment disbursements; implementing internal controls, establishing policy and procedures; reconciling payment disbursement information; and preparing financial reports.
Experience that provides the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for this position.

COLLECTIVE BARGAINING UNIT:
Employment with the OCFO is at will. However, the discipline and/or discharge of bargaining unit employees is governed by the collective bargaining agreement.

SALARY REDUCTION OF REEMPLOYED ANNUITANTS:
An individual selected for employment in the District Government on or after January 1, 1980, who is receiving an annuity under any District government civilian retirement system, shall have his or her pay reduced by the amount of annuity allocable to the period of employment as a reemployed annuitant.
