GENERAL DESCRIPTION
Performs advanced (senior-level) budget preparation and financial analysis work to support OAG programs. Work involves planning, organizing, compiling, coordinating, and evaluating program budgets, performance measures, and financial data in accordance with statutory, program, and appropriation authority. Responsible for responding to internal and external inquiries concerning budgetary and financial-related matters. Assigns or oversees the work of others as needed. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Unusual Working Conditions: During the biennium, critical target dates for the completion of work projects or gathering information to respond to questions from internal management, other state agencies, or state legislators may require the need to work extra hours. ESSENTIAL JOB FUNCTIONS
Performs highly complex (senior level) budget preparation and financial analysis including monitoring
Works preparing budgets, Cost of Legal Services, Fiscal Notes on proposed legislation, Summary of Services provided, monthly financial statements and reports, other ad hoc legal billing and financial reports, and special budgetary reports included in the Legislative Appropriations Request, Operating Budget, Quarterly Binding Encumbrance Report, and Performance Report
Examines and analyzes operating budgets, expenditures, encumbrances, and forecasted liabilities for accuracy of information; determines whether appropriated funds have been allocated to the appropriate classification of cost within the proper program classification; prepares, monitors, and reconciles interagency contract billings, performance measures, fiscal notes, legal billing rate plan, and other related financial information; and ensures that financial, timekeeping, and legal billing data is updated and/or corrective actions are implemented in a timely manner
Coordinates, oversees, prepares, and is responsible for the timeliness and accuracy of monthly budgetary reports, special budgetary ad-hoc reports, management reports, biennial state
Operating Budgets, Legislative Appropriations Requests, internal operating budgets, requests for federal funding as applicable, quarterly binding encumbrances, and quarterly performance measures
Analyzes and makes operational recommendations on proposed and adopted legislation (state and federal) and oversees the respective implementation; coordinates production of and/or compiles fiscal notes and/or communicates the impact and recommended course(s) of action to division/program/executive management; and provides and/or oversees training to other division and/or agency staff as needed
Performs related work as assigned
Maintains relevant knowledge necessary to perform essential job functions
Attends work regularly in compliance with agreed-upon work schedule
Ensures security and confidentiality of sensitive and/or protected information
Complies with all agency policies and procedures, including those pertaining to ethics and integrity

MINIMUM QUALIFICATIONS
Education: Graduation from high school or equivalent
Education: Bachelor's degree from an accredited college or university; experience in the following (or closely related) fields may be substituted for the required education on a year-for-year basis: major course work in accounting, finance, business, public administration
Experience: 7 years of full-time experience working in the following (or closely related) fields: accounting, auditing, budget preparation/analysis, financial, statistical analysis, business, public administration, or closely related experience
Knowledge of generally accepted accounting principles and budget practices and procedures
Ability to effectively interpret and understand goals, objectives, and strategies consistent with the strategic plan and agency budget structure
Ability to prepare concise financial/statistical reports
Skill in using a computer for word-processing, data entry/retrieval, and spreadsheet software, with proficiency in Microsoft Word and Excel
Skill in handling multiple tasks, prioritizing, and meeting deadlines
Skill in effective oral and written communication
Skill in exercising sound judgment and effective decision making
Ability to receive and respond positively to constructive feedback
Ability to work cooperatively with others in a professional office environment
Ability to provide excellent customer service
Ability to work in person at assigned OAG work location, perform all assigned tasks at designated OAG workspace within OAG work location, and perform in-person work with coworkers (e.g., collaborating, training, mentoring) for the entirety of every work week (unless on approved leave)
Ability to arrange for personal transportation for business-related travel
Ability to work more than 40 hours as needed and in compliance with the FLSA
Ability to lift and relocate 30 lbs.
Ability to travel (including overnight travel) up to 5%

PREFERRED QUALIFICATIONS
Education: Major Coursework in accounting, finance, business, public administration
Experience: Working with Texas statewide accounting/budgetary systems: Uniform Statewide Accounting Systems (USAS); Centralized Accounting and Payroll/Personnel System
(CAPPS); and Automated Budget Evaluation System of Texas (ABEST)
Experience: State of Texas legislative process
Knowledge: Application of State of Texas accounting, budgetary, and fiscal management procedures, including experience in interpreting/implementing the State of Texas General Appropriations Act
Knowledge: State and federal laws and rules governing OAG programs, including Legal Services program, Child Support program, Criminal Justice grants, Crime Victims’ Compensation, and Medicaid Fraud
Skills: Advanced skills in Excel
