POSITION OVERVIEW

Under the general direction of the President & CEO, the Vice President of Capital Projects & Facilities Management is accountable for all facets of capital project management, including coordination of planning, design, construction, and activation phases to ensure capital projects achieve expectations and complete on schedule and on budget.

This position is responsible for facilities management, operations, maintenance, and regulatory management at Oakwood locations including the grounds, environmental services, transportation and dining services departments. Oversees the initial planning, process development, repair and/or replacement of Oakwood Village’s campus property, buildings, and grounds.

They serve as the primary stakeholder creating a culture of safety including oversight of all colleagues, resident, and visitor safety and accountable for all policies, procedures and success expectations including business continuity and disaster recovery.

This position is accountable to the President & Chief Executive Officer.

ESSENTIAL RESPONSIBILITIES

  • Know, understand, incorporate, and demonstrate the Mission, Vision, and Values of Oakwood Village Lutheran Senior Ministries, Inc. (OLSM) in behaviors, practices, and decisions.
  • Responsible for the effective and efficient operations of the campus properties, inclusive of construction and project management, building and facilities maintenance, grounds, housekeeping, dining services, horticulture, and transportation.
  • Industry-leading guidance on all phases of capital project management: planning & design, construction delivery methods, cost estimating, contract management, and project activation
  • In partnership with key stakeholders, lead in the development and execution of strategic capital improvement projects that complement and support the organizational mission and goals. Translate strategic requirements into practicable tactics, designs, and plans.
    • Develop Requests for Proposals for outside consultants, construction, and various other outsourced vendor services. Analyze bids, interview bidders, and evaluate qualifications.
  • Coordinates all key activities throughout the project life cycle, including clearly communicating project timelines and deliverables.
  • Maintains a collaborative process with all key stakeholders, aligning expectations with project goals, schedule and budget.
  • Monitors project progress, compliance with documentation, schedule and budget.
  • Identifies and resolve project related issues, and proactively escalate to President & CEO and One Oakwood leadership as required.
  • Works with regulatory agencies and all other entities related to the construction project, to ensure timely and complete compliance to all rule and regulations.
  • Responsible for the effective and efficient operations of the campus properties, inclusive of construction and project management, building and facilities maintenance, grounds, housekeeping, dining services, horticulture, and transportation.
  • Responsible for the creation and oversight of department operating budgets and directs corrective actions to significant budget variances.
  • Formulates and approves short and long-term goals, objectives, plans, scopes and schedules for all reporting departments. In so doing, establishes standard work, metrics, and benchmarks.
  • Builds and leads a high-performing team, providing clear direction, coaching, and mentorship.
  • Fosters a culture of continuous improvement, accountability, innovation, and safety.
  • Creates and oversees analyses of budgets, costs, operations, and forecast data to determine progress toward stated goals and objectives.
  • Serves as a member of the Oakwood Operations Leadership Team.
  • Evaluates, develops, mentors, coaches, counsels, and disciplines department staff. Supports other personnel from other departments through coaching and mentoring to help achieve optimum standard of excellence. Addresses issues of concern through courageous conversation and notifies department leadership of any interactions requiring attention.
  • Maintains a working knowledge of applicable Federal, State, and local laws and regulations, Oakwood’s Code of Ethics, as well as other policies and procedures to ensure adherence in a manner that reflects honest, ethical and professional behavior.
  • Owns and maintains disaster recovery, crisis management and business continuity plans. Becomes key point person while maintaining constant contact with key personnel.
  • Formulates and approves short and long-term goals, objectives, plans and budgets for all facilities functions and activities. In so doing, establishes standard work, metrics and benchmarks.
  • Represents Ministry to outside government or accreditation agencies on facilities management and construction management matters.
  • Plans and directs the work of teams engaged in maintenance, upkeep, modifications, addition to and removal of Ministry capital assets and inclusive of capital construction projects.

ESSENTIAL QUALIFICATIONS

  • Must possess a comprehensive understanding of senior housing building maintenance, resident safety, and regulatory requirements.
  • Comprehensive experience with overseeing budgets and financial management. Demonstrated experience leading $50M capital improvement projects from inception through completion.
  • Must be action-oriented, have strong business acumen, manage conflict well, be customer-focused, exhibit excellent judgment and decorum, possess the flexibility to adapt to ongoing change, and have organizational agility.
  • Possess interpersonal skills to drive collaboration, consensus, commitment, and productivity when working with cross-functional teams, customers, and end users. Must be comfortable functioning in a virtual, collaborative shared leadership environment. Demonstrated ability to deal with people from a wide range of backgrounds, ages, and temperaments. Proven track record of building and leading high-performing teams.
  • Possesses a high degree of personal accountability, responsibility, and independent decision-making abilities with the skills to plan, organize, develop, implement and interpret programs, goals, objectives, policies and procedures.

  • Demonstrates superior written and verbal communication and presentation skills appropriate for audience comprehension. Well-developed communication skills, both written and oral, that may be used either in an on-site or virtual environment is required. Able to communicate effectively with individuals and groups representing diverse perspectives.
  • Ability to research, analyze and assimilate information from various on-site or virtual sources based on technical and experience-based knowledge. Must exhibit critical thinking skills and possess the ability to prioritize workload.
  • Ability to use discretion concerning sensitive information and keep confidences adhering to Oakwood’s confidentiality policy.
  • Comfortable presenting and conversing in front of executive leadership and Board of Directors.
  • Must possess a comprehensive knowledge of facilities management and construction as normally obtained through a bachelor's degree in architecture, engineering, construction management, or a related field. Master’s degree preferred.
  • A minimum of ten (10) years of proven senior leadership experience in capital improvements, facilities management, project engineering, and/or construction.
  • AHA/ASHE/IFMA Certification or similar certification relevant to the position.
  • Comprehensive to expert proficiency with Microsoft product suite (MS Word, Excel, Power Point, etc.); basic knowledge and experience with electronic mail and calendaring system. Ability to use other software as required to perform the essential functions of the job.

PHYSICAL/ENVIRONMENTAL/MENTAL REQUIREMENTS

  • Must successfully pass employment background screening, drug screening and professional references.
  • Must be able to adapt to frequently changing work parameters.
  • Primarily works inside with frequent sitting, walking, standing bending and occasional lifting of supplies not more than 25 pounds.
  • Must understand and accept the possibility of exposure to environmental elements, such as inclement weather, dust, noise, chemicals and/or chemicals fumes, and infectious disease.
  • Prolonged periods of sitting at a desk and working on a computer.
