NYC Department of Social Services is Hiring a CONTRACT ANALYST Near Manhattan, NY

The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.
Career Services offer Cash Assistance clients opportunities to help them increase their job skills and build a career that will lead to success and financial security. HRA's Career Services works closely with clients to find opportunities that match their skills, needs, and career goals, and help them work toward opportunities to grow and build a successful career. Career Services is comprised of four (4) units that work cohesively to monitor the Career Service Providers and many other programs. The units include the Provider, Client and Business Services unit, The Education and Youth Services Unit, The Systems Innovation and Engagement Unit and The Contracts and Budgets Unit.
Career Services is recruiting for one (1) Staff Analyst II to function as a Contract Monitor, who will:
  • Review contract specifications submitted operational plans and HRA policy directives and guidance to monitor and evaluate compliance of vendor and provider performance, by conducting complex and thorough data analysis through the collection and review selected data samples, to document findings and prepare comprehensive reports with supporting qualitative and quantitative analyses. This includes conducting and collecting information located in various electronic formats and databases.
  • Conduct site visits to vendor and provider locations assigned and scheduled by the Senior Contract and Compliance Analyst to evaluate contract performance.
  • Participate in entrance and exit conferences to highlight the focus of the monitoring activity and expectations at the end of site visits.
  • Assist the Senior Contract and Compliance Analyst with conducting research and documentation of contactor performance evaluation and compliance issues.
  • Perform and examine data collection of vendors and providers by conducting investigations, audit projects and gathers research materials to analyze and produce reports that arrive at conclusions relevant to the services provided by vendors and providers, including the improvement of those services delivered to clients.
  • Prepare monitoring reports by utilizing instruments developed by the Director and Senior Contract and Compliance Analyst, and prepares analysis, correspondence, memoranda and reports as required.
  • Attend meetings and liaises with vendors, providers and program staff as requested by the Senor Contract and Compliance Analyst or senior management.
  • Perform special assignments, respond to requests for ad hoc reports and maintains records related to Unit initiatives.
Minimum Qualifications
  • A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field; or
  • A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and two years of satisfactory full-time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation or fiscal management; or in a related area.
Special Note:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.

Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
