Job Description

The New York City Housing Authority (NYCHA) mission is to provide quality housing for New Yorkers that is sustainable, inclusive, and safe, while fostering opportunities for economic mobility. NYCHA is the nation’s largest public housing authority, with an operating budget of $7.88 billion and approximately 10,600 employees who manage and maintain 326 developments that house over 400,000 residents. NYCHA also operates the county’s largest Section 8 program, which provides rental assistance to over 200,000 additional families.
NYCHA’s Asset & Capital Management (A&CM) Division integrate and aligns the Authority’s existing development, modernization, and asset management work being carried out by the Capital Programs. Recovery & Resilience and Comprehensive Modernization departments. The A&CM Division delivers comprehensive repairs to NYCHA buildings and apartments through innovative financing models, strong partnership with residents and other stakeholders, strategic, data-driven portfolio planning, and cost-effective project delivery and management. The division also positions NYCHA’s housing portfolio for the future by incorporating innovative building materials, construction methods, and technology, improving residents' quality of life while enhancing building performance and management systems.
The Capital Programs team of A&CM oversees all NYCHA capital projects. Capital Programs is responsible for managing over 587 active construction projects at any given time across the Authority’s properties throughout the city. Regular capital investments are necessary to ensure that NYCHA developments remain in good and livable conditions. These projects include renovations and modernization of apartments building interiors, systems, exteriors, site security, and grounds.
Reporting to the Capital Program Deputy Director, the Program Field Coordinator performs inspections of construction sites and performs quality control inspections for safety procedures, documentation quality control including permitting and close out with agencies having jurisdictions, staffing attendance at sites, and stake holder engagement protocol execution. The selected candidate will monitor contractors/vendors carrying out new construction, rehabilitation, repairs, alteration and/ or structural maintenance work. Responsibilities include, but are not limited to the following:
1. Visit field sites to assist in resolving design and/or construction issues and monitor job progress as required.
2. Review and/or inspect contractors’ work and contract administration for compliance with plans and contract specifications, site safety requirements, required permits and approvals.
3. Attend project design/bid walkthroughs/preconstruction/construction/turnover and exit meetings and advise Capital Program Director/Deputy Director/Lead Inspector on risks to the project and propose preventive measures to NYCHA.
4. Attend design walk throughs with the design team to make sure all existing conditions are addressed. Ensure that the design team engages all stakeholders for design review comments in a timely manner.
5. Review project schedule and recommend construction sequence and site logistics to improve schedule and to avoid delays.
6. Monitor projects and recommend action to the Capital Program Director/Deputy Director(s)/Lead Inspector to ensure timely completion of construction activities and expedited work with minimum interference to the building's operations.
7. Evaluate performance of construction management vendors and contractors in accordance with NYCHA Capital Programs protocols and procedures; report discrepancies and/or unsatisfactory performance.
8. Interact with resident leaders and property management staff on job-related issues, as needed.
9. Review eBuilder to monitor projects for accurate, complete, and current project records and when necessary, update project management system accordingly.
10. Review CM and PMO documents kept at construction site to ascertain compliance with protocols required by NYCHA and agencies having jurisdictions.
11. Work with the program management team regarding justification of change orders, time extensions, delay claims and other project related issues.
12. When directed by Capital Programs Director/Deputy Director/Lead Inspector, perform site walk throughs to verify scopes of work for change order, and to verify work being invoiced in requests for payment.
13. Review inspectors’ reports from PMO and CM teams to ascertain accountability for performance of site visits and for quick resolution of sites issues.
14. Follow up on violations and unsafe conditions.
15. Maintain familiarity with applicable NYCHA development portfolios, building codes and governmental regulations.
16. Prepare daily, weekly and monthly reports on site visits/inspections, work progress and interaction with project stakeholders.
17. Can read drawings and specifications and be familiar with building codes and governmental regulations.
18. Participate in pre-start, progress and exit meetings; interact with resident leaders and management office staff on site logistics.
19. Prepare project correspondence and reports; respond to inquiries.

Minimum Qualifications

Qualification Requirements
1. Six years of full-time paid experience as an architect, engineer, construction superintendent, mason, carpenter, plasterer, iron worker, and/or inspector of construction, one year of which must have been in a supervisory capacity; or
2. Four years of experience, as described in "1" above, at least one year of which must have been in a supervisory capacity, plus two years of education in an accredited college or technical school in subjects directly related to "1" above, or education toward a baccalaureate degree in Engineering, Architecture, or Engineering Technology; or
3. At least one year of experience, as described in "1" above, which must have been in a supervisory capacity, plus completion of an approved five year apprenticeship program in housing construction inspection; or
4. Completion of three years of apprenticeship in housing construction inspection plus either three years experience as described in "1" above, one year of which must have been in a supervisory capacity, or one year of experience as described
in "1" above, which must have been in a supervisory capacity and two years of education as described in "2" above; or
5. Education and/or experience which is equivalent to "1", "2", "3", or "4" above. All candidates must have at least one year of experience as described in "1" above, which must have been in a supervisory capacity.
