Job Description

The New York City Department of Sanitation (DSNY) keeps New York City healthy, safe, and clean by collecting, recycling, and disposing of waste, cleaning City streets and vacant lots, and clearing snow and ice. DSNY is the nation's largest municipal sanitation agency, with nearly 10,000 employees, 59 district garages, and a fleet of more than 5,000 trucks, cars, and other types of equipment. The Department clears litter, snow, and ice from approximately 6,500 miles of City streets and removes debris from vacant lots as well as abandoned vehicles from City streets.
Reporting to the Deputy Commissioner for Strategic Initiatives, the Assistant Commissioner will manage DSNY’s containerization program and field operations, which includes, but is not limited to the rollout of stationary on-street containers.
Responsibilities include but are not limited to:
  • Managing the agency’s Containerization division, including managing large-scale field operations across the five boroughs including intimate knowledge of NYC’s communities and districts.
  • Managing field operations staff and technology, program budget, risk and compliance issues.
  • Assisting the Deputy Commissioner in the development and rollout of the agency’s major public containerization initiatives.
  • Leading the day-to-day management of the bureau’s Containerization divisions and programs including procurement and invoice management.
  • Managing the field deployment on containers across the City including site analysis of hundreds of unique locations followed by managing container installation, field execution, and operational oversight.
  • Coordinating across the DSNY civilian and uniform staff and with other external agencies and entities to implement and execute the containerization programs.
Minimum Qualifications

1. A Master’s Degree from an accredited college in Public Administration, Personnel Administration, Business Administration, Human Services, Political Science or a related field, plus three years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising personnel performing activities related to the duties of the position; or
2. A bachelor’s degree from an accredited college and five years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising personnel performing activities related to the duties of the position; or
3. A four-year high school diploma or its educational equivalent and nine years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive, or supervisory capacity.

Preferred Skills
- Expertise in leading and managing field implementations across NYC’s five boroughs including knowledge of City agency operations in the five boroughs. - Experience with field operations that require coordination with other City agencies with purview over City infrastructure (e.g., roads and street furniture). - Fiscal management expertise covering large-scale City contracts, new procurements, change management processes, and invoice reconciliation. - Professional experience conducting counterterrorism risk assessments (and holistic protection) in urban environments - Experience managing programs jointly staffed by City workers and vendor staff. - Experience managing remote field operations with staff in multiple locations across the City. - Experience managing field deployment logistics at a minimum of dozens of unique sites. - Experience managing the administrative aspects of complex programs while keeping them to schedule and budget. - Excellent organizational, analytical, and writing skills. Attention to detail ability to develop accurate written materials and ensure consistent messaging in all communications. - Expertise coordinating with enforcement agencies and uniform agency personnel, such as NYPD. - Exceptional interpersonal skills and be adept at dealing with a wide range of stakeholders across all operations. - Excellent ability to communicate clearly and effectively in-person, by telephone, electronically, and through written correspondence able to tailor complex messages to diverse audiences including executive-level staff. - Strong proficiency in word-processing, presentation creation, and spreadsheet management, including Microsoft Office Suite, Word, Excel, and PowerPoint. - Experience working with program metrics ability to interpret data, come to accurate conclusions, and communicate conclusions to a wide variety of audiences. - Strong familiarity working with New York City community organizations and government agencies.
