Fulfills the mission of Norwich University by serving as the administrator of Norwich University's Title IX and Civil Rights program and as a supporting educator, trainer, and spokesperson for Title IX and Civil Rights.

Essential Functions

  • Administrates the University's Title IX, Title VI, and ADA programming in compliance with government regulations, U.S. Department of Education policy, and University's goals and strategic plan to promote a learning environment free from discrimination, harassment, and sexual misconduct.
  • Supervises full-time and secondary staff members and work study students as necessary.
  • Ensures that the University is in compliance with Title IX in respect to gender equity in the University's educational programs and activities, including athletics.
  • Oversees all aspects related to resolution of student-based complaints under Title IX, Title VI, and ADA including: coordinate an appropriate University response for cases of student and sometimes employee discrimination; supervise investigators; adjudicate resolutions; track complaints and resolutions; maintain confidentiality of complaints, participants, and records in accordance with appropriate regulations and policies; and report findings to appropriate student and/or employee authority.
  • Conducts investigations into allegations of violations of the Non-Discrimination Policy, as necessary.
  • Oversees and provides training and guidance to all Title IX Team members, including decision makers, appeal officers, and Title IX advisors.
  • Serves as the University's expert on Title IX, Title VI, and ADA requirements and compliance and provides consultation to senior leaders as necessary.
  • Reviews and modifies as necessary the Title IX, Title VI, and ADA program and related policies, procedures, and protocols to ensure continual compliance with Title IX regulations and other related federal laws and regulations.
  • Coordinates Title IX, Title VI, and ADA efforts with other University entities to include the Student Affairs staff, Director of Human Resources, and other student bodies and organizations.
  • Participates in the functioning and selection of student representatives for related student groups and that to serve as an extension of the Title IX, Title VI, and ADA function.
  • Oversees and provides guidance for all community outreach efforts related to sexual violence, harassment, discrimination, and bias.
  • Prepares the annual statistical report on the number, nature, and disposition of complaints, identifying patterns and making recommendations.
  • Serves as Maxient system administrator, trainer, and technical assistant for all users.
  • Coordinates with Title IX, Title VI, and ADA education efforts with student groups.
  • Maintains record-keeping procedures, conducts compliance reviews, and prepares reports and plans as required, including statistical reports and summaries for various departments regarding caseloads, types of conduct cases, and outcomes.

Other Functions

  • Assesses the performance of direct reports and provides frequent feedback to optimize their performance.
  • Maintains confidentiality of sensitive or private information.
  • Communicates with employees, students, and others in a respectful and clear manner.
  • Serves on University committees, councils, workgroups, or other designated bodies as assigned.
  • Achieves, maintains proficiency in, and utilizes computers, telephones, and other job-related equipment, including related systems and software.
  • Speaks, reads, and writes in English.
  • Communicates by telephone, email, letter, in person, or other means or device.
  • Performs other tasks as assigned by supervisor.
Job Requirements:
  • Bachelor's degree required.
  • 5 years of related experience including experience with Title IX or Title VI investigations.
  • Title IX certification through ATIXA or a similar organization preferred.
  • Excellent public speaking and writing skills required.
  • Proficiency in MS Office (Word, Excel, SharePoint, Teams, and Outlook) required. Experience with Maxient or similar software preferred.
  • Able to sit, squat, reach, push, pull, and manipulate related equipment; lift up to 40 pounds; travel outdoors to various parts of the campus.
  • Work some evening or weekend hours.
  • Travel as needed (public or private transportation)

Environmental Conditions

  • Indoor work at a computer workstation.
  • Low level of exposure to noise, dust, fumes, vibrations, and temperature changes.
