Fulfills the mission of Norwich University by managing and reporting on the budget for the College of Graduate and Continuing Studies (CGCS) with focused attention on financial performance, analysis, and forecasting. The position works in coordination with the University Budget Director and Controller. The Operations and Budget Manager provides Tier II operations support and drives strategic system and process improvements. Serves as the primary liaison between CGCS and ITS and HR.

Essential Functions

  • Builds the approved budget for import into the finance database; manages and performs routine maintenance on the approved budget.
  • Approves what the budget director rolls; responsible to make the database reflect what we think it should be; maintains accuracy of the budget in the SIS.
  • Reviews / corrects financial transactions.
  • Conducts monthly, quarterly, annual, and ad hoc budget vs actual analysis and financial reports for comparison. Using university resources (ARGOS)
  • Updates and maintains the approved budget and budget forecasts based on enrollment changes each term and YTD expenses.
  • Supports the Associate Vice President (AVP) in and conducts cost-benefit, ROI, and break-even analyses and assessments as needed.
  • Builds proforma program budgets with multiple futures scenarios.
  • Designs and builds and monitors systems. Works with University Budget Director to use appropriate resources, including SIS/database and reporting tools.
  • Assists CGCS department leaders with tracking and monitoring expenses.
  • Prepares financial reports and summaries for the Provost's Report to the Trustees in conjunction with the AVP.
  • Recognizes trends, outliers, or inconsistencies in CGCS data.
  • Makes data-driven recommendations around operating improvements and cost reductions.
  • Manage the process for invoicing and payments to/from third-parties with revenue-sharing agreements with CGCS.
  • Oversees non-tuition payments and transactions, operational system vendor relationships and contract renewals.
  • Verifies the accuracy of all accounting codes and work in conjunction with the CGCS staff and University's financial affairs staff, as appropriate, to ensure training occurs and accuracy improves.
  • Works in collaboration with HR and other university departments who require information directly from CGCS regarding budget line items and/or budget areas.
  • Manages the CGCS portion of the faculty payroll process Reconcile payroll reports and resolve issues.
  • Manages CGCS HR records / paperwork and coordinate with other departments as needed.
  • Oversees Year-End closing process.
  • Collaborates with Operations Assistant to oversee faculty and staff hiring and onboarding.
  • Provides systems support and triage -oversight of systems and efficient use of available systems.
  • Triage university Helpdesk tickets that are assigned to CGCS. Monitor incidents to identify issues and implement solutions.
  • Designs and implements process improvements and efficiencies; with other university departments.
  • Educates and trains internal stakeholders on processes, best practices, and efficient and effective use of existing systems.

  • Serves on University committees, councils, workgroups, or other designated bodies as assigned.
  • Achieves, maintains proficiency in, and utilizes computers, telephones, and other job-related equipment, including related systems and software.
  • Speaks, reads, and writes in English.
  • Communicates by telephone, email, letter, in person, or other means or device.
  • Performs other tasks as assigned by supervisor.
Job Requirements:

Bachelor's degree in business, accounting, or other related field; Master's preferred.
Minimum five years of experience in a similar position.
Higher education experience preferred.
Budget and forecast experience.
Experience with relational, enterprise or financial database systems; experience with Ellucian's Banner application preferred. Some data entry required.
Strong analytical skills, outstanding organizational skills and superb attention to detail are a must.
Able to prioritize, multi-task and meet deadlines.

Ability to work in a fast-paced, team-oriented environment.
Proficiency in MS Office (Word, Excel, SharePoint, Teams, and Outlook). Advanced Excel experience comfortable using and building formulas, look-ups, and pivot tables in MS Excel.

Able to sit, squat, reach, push, pull, and manipulate related equipment; lift 15 pounds; travel outdoors to various parts of the campus
Work some evening or weekend hours

  • Indoor work at a computer workstation. Remote work.
  • Low level of exposure to noise, dust, fumes, vibrations, and temperature changes.
