NW REGIONAL ESD’S MISSION STATEMENT: In partnership with the communities we serve, Northwest Regional ESD improves student learning by providing equitable access to high quality services and support.

GENERAL DESCRIPTION: 
The Early Learning Coordinator is an anti-racist leader that directs the work of Northwest Early Learning Hub, manages the strategic direction of Northwest Parenting Hub, and serves as a member of the Northwest Regional ESD Early Learning Department leadership team in support of the agency strategic plan and department-wide initiatives. In this role, the Coordinator will play a convening, facilitating, and leadership role – building trust and strong relationships with diverse stakeholders; facilitating planning, decisions, and action for Northwest Early Learning Hub and Northwest Parenting; fostering constant communication; connecting and aligning strategies and resources; and cultivating an environment that measures and makes progress on identified outcomes through the use of shared data, measurement, and accountability. This position is also responsible for liasoning with the Oregon Department of Early Learning and Care and other agencies to ensure grant required deliverables and expectations are met to maintain the contracts for Northwest Early Learning Hub and Northwest Parenting.

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required. 1. Valid Oregon Administrator License or ability to obtain.
2. Master’s degree, ideally in a speciality field related to Early Childhood Education or Human Services; or equivalent combination of education and experience.
3. 3-5 years of increasingly responsible experience in program administration, development, evaluation or coordination of services to children and families, with responsibility for administration, management, operations, budgeting, and similar functions.

KNOWLEDGE, SKILLS, and ABILITIES:
1. Knowledge of the current and emerging trends in the early care and education field.
2. Demonstrated ability to work collaboratively in designing and implementing community
based strategic efforts to improve community conditions for children and families.
3. Ability to read, analyze, and interpret financial reports, technical procedures, and government regulations
4. Ability to complete accurate and timely reports
5. Strong supervision, leadership and management skills
6. Able to work in an environment with individuals who may have diverging opinions and viewpoints
7. Strong public speaking and presentation skills
8. Ability to travel to various locations
9. Ability to operate standard office equipment and experience with Microsoft Office suite
(Word, Excel, Outlook, PowerPoint) and Google Suite and experience with data entry and analysis.

ESSENTIAL FUNCTIONS: Include the following. Performs some or all of the following tasks. Other Duties may be assigned. The duties listed below are not inclusive, but characteristic of the type and level of work assigned for this position.

A. Build partnerships and positive relationships with partner organizations and contractors;
enhance their effectiveness through consultation, resource sharing and assisting with collaborative efforts.
B. In partnership with stakeholders, engage in designing and implementing community
based strategic efforts to improve community conditions for children and families.
C. Manage and identify opportunities to leverage all appropriate community resources toward community strategic goals.
D. Oversee the implementation and continuous improvement of preschool coordinated
enrollment for Northwest Early Learning Hub. This includes actively reaching out to and
consistently collaborating with publicly funded Early Childhood Education (ECE)
programs to develop shared understanding of the processes, infrastructure, and current
capacity that the community can leverage and build upon to support full enrollment in programs.
E. Provide oversight and management of coordinated enrollment specialists responsible for
eligibility and placement of preschool promise families through the coordinated enrollment process.
F. Plan, facilitate and support the NW Early Learning Hub Governance Council composed of
representatives from business, culturally specific, early childhood, health, human and social service and K-12 organizations, as well as parents.
G. Ensure NW Early Learning Hub representation and support for local advisory councils connected to early care and education.
H. Represent the NW Early Learning Hub and NW Parenting at regional and statewide
forums, meetings, and other coalitions with similar goals.
I. Advocate to local, state and federal agencies and organizations for funding, partnerships and policies that will benefit children and families in Clatsop, Columbia, and Tillamook counties.
J. Provide goal-setting, visioning, leadership and strategic direction for the NW Early Learning Hub and NW Parenting Hub staff .
K. Manage NW EL Hub and NW Parenting Hub budgets and grant compliance.
L. Provide leadership to embed the tenants of equity and antiracism across the work of the NW Early Learning Hub, NW Parenting, and Northwest Regional ESD.
