NW REGIONAL ESD’S MISSION STATEMENT: In partnership with the communities we serve, Northwest Regional ESD improves student learning by providing equitable access to high quality services and support.

GENERAL DESCRIPTION:
The Talent Acquisition and Retention Administrator is a critical part of the NWRESD leadership
team in achieving the agency’s mission. The successful candidate will collaborate with the
Chief Human Resources officer, department administrators and supervisors, to proactively
identify future hiring needs, specifically focusing on increasing the candidate pool to reflect
demographics that mirror those of the students in our region.
The Talent Acquisition and Retention Administrator will attract candidates to NWRESD positions
using a variety of strategies, including social media, establishing strong relationships with both
Early Learning and K-12 educational partners, networking with community partners,
and increasing employee referrals. The candidate will also have a strong understanding of
retention strategies, particularly strategies that assist in retaining diverse candidates. The Talent
Acquisition and Retention Administrator will also identify sources of qualified candidates and
develop an annual recruiting plan based on current and future needs.
Building on relationships with present staff members, the Talent Acquisition and Retention
Administrator will also build retention strategies, including career ladders, utilize data gathered
through stay and exit interviews, developing the onboarding process to ensure NWRESD
retains as many of its qualified staff as possible.

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform

1. Exceptional communication and relationship-building skills
2. Successful teaching and administrative experience in an educational setting
3. Successful experience in recruiting required; successful experience in recruiting
non-traditional staff preferred
4. Knowledge of license requirements for staff licensed through Teacher Standards and
Practices Commission, Oregon Board of Nursing, and other state licensing boards
5. Strong background/knowledge of best practices in the selection and hiring process
6. Knowledge of effective use of recruiting strategies and sources
7. Experience with recruiting software, HR information systems, or HR management
systems
8. Proven record of achieving hiring goals and forming strong relationships with
colleagues
9. Organized, detail-oriented and results driven
10. Ability to make decisions independently and to use initiative and judgment in
accomplishing tasks following overall policies and objectives
11. State issued valid driver’s license; willingness and ability to travel
12. 3 years of proven experience in recruitment, selection, admissions, or other human
capital work; full cycle recruitment and hiring preferred
13. BA/BS in Human Resources Management or Education required
14. Possession of or ability to obtain Oregon Administrative License

ESSENTIAL FUNCTIONS: Include the following. Performs some or all of the following
tasks. Other Duties may be assigned. The duties listed below are not inclusive, but
characteristic of the type and level of work assigned for this position.

A. Design and implement a full cycle recruiting and retention strategy for NWRESD
positions
B. Develop a recruiting strategy specifically designed to increase diverse candidates in all
applicant pools for NWRESD positions
C. Understand the work done in Early Learning, Special Education, NWRESD SEL schools,
Instructional Services and the Operations teams to identify skills and qualities needed in
successful hires.
D. Partner with hiring managers to identify recruitment needs and implement strategies to
develop recruiting pipeline
E. Develop hiring plans that are differentiated for Early Learning and School Age Special
Education specifically; along with other departments.
F. Assist hiring managers to create a compelling interview process and experience for the
candidates
G. Foster alignment of recruitment messaging and outreach in collaboration with the
Communications department
H. Identify and maintain partnerships with key recruitment pipeline organizations
I. Develop and manage NWRESD intern program for positions outside student teaching
J. Maintain candidate records and track recruitment metrics (e.g., candidates yielded by
each source, time to hire, etc.) to evaluate and improve hiring efficiency
K. Plan and execute recruitment and selection events including, but not limited to job fairs,
interview days, college campus visits, internship development
L. Create sustainable and replicable hiring strategies, policies, processes and tools to
support and facilitate the hiring of qualified candidates
M. Foster and sustain professional relationships with colleges, universities and programs to
help build pipelines of qualified candidates for the region
N. Collaborate and provide oversight to the Diverse Education Pathway programs for both
NWRESD and the NWRESD region.
O. Develop and expand knowledge of the local educational landscape and top human
capital recruitment strategies for K-12
P. Provide input to development of applicant tracking systems
Q. Develop and update job descriptions and job specifications
R. Participate in the planning and delivery of strategic onboarding, including processes and
partnerships to focus on retention strategies to meet the needs of diverse new hires
S. Promote NWRESDs reputation as an “Employer where staff of all backgrounds thrive”
T. Provide data on source and recruitment of candidates to inform recruiting efforts and
staffing decisions\\
U. Facilitate an exceptional recruitment experience for all candidates
V. Supervision of staff as needed
W. Provide analytical and well documented recruiting reports to teams/departments as
requested
X. Act as point of contact, building candidate relationships during the selection process
