NW REGIONAL ESD’S MISSION STATEMENT: In partnership with the communities we serve, Northwest Regional ESD improves student learning by providing equitable access to high quality services and support.

GENERAL DESCRIPTION:
To assist local districts in meeting the individual education program needs of students with visual impairments. Provides consult and direct services to students with identified visual impairments, their teachers, and parents. These services include daily travel to local schools, providing special education and related service functions for eligible students, consultation and materials support conducting functional assessment, and participation in MDZT and IEP meetings. 

QUALIFICATIONS: Knowledge, Skills, Abilities Required:
1. Requires Oregon licensure as a Teacher of Visually Impaired.
2. Oregon Driver’s License.
3. Automobile insurance that meets requirements set by NW Regional ESD.
4. Ability to travel by car within the geographic area served by the NW Regional Program. 

ESSENTIAL FUNCTIONS include the following. Performs some or all of the following tasks. Other duties may be assigned.
1. Initiate and direct local school district staff in the identification of students who have visual impairments.
2. Perform functional vision assessments for students with visual impairments.
3. Work with local educational staff in developing individual education programs for students with visual impairments.
4. Interpret to classroom teachers and staff the special needs of students with visual impairments.
5. Select, design, and/or modify specialized curriculum for students with visual impairments to be used in the school and the home.
6. Design and implement individual programs based on diagnostic criteria and observations.
7. Confer with parents and professional staff members regarding concerns relating to students with visual impairments.
8. Provide equipment, materials and instruction in compensatory skills for students with visual impairments.
9. Counsel students with visual impairments and their parents on educational and vocational planning and social adjustments.
10. Perform other reasonably related duties as assigned.
11. Maintain regular and consistent attendance and punctuality
12. Work collaboratively and communicate effectively with staff and customers at all organizational levels
13. Perform other duties and responsibilities as assigned.
