NorthShore Resources, Inc. is Hiring a Technical Business Analyst Near St. Paul, MN

NorthShore Resources has a contract need for a Technical Business Analyst. The mandatory requirements must be met in order to be considered. Client is also asking for additional details regarding direct experience as it relates to this position. Details will be provided if all other qualifications are met. Candidates with former state or county government experience will be given top priority. Please read the details below.
Mandatory Qualifications: • B.S. or B.A. degree (4 year) (or Associates degree plus an additional 7 years’ experience)• 5 years Technical Business Analysis Experience (Data Focus)• 3 years' experience in a lead business analyst role• Advanced level skills in MS Visio• Proficient in Microsoft Suite Excellent verbal and written communication skills• Results-focused; self-motivated; self-directed• Ability to juggle multiple projects.Desired Qualifications:• Excellent written and verbal communication skills• Experience with Business Analysis in the state, county or city governments, health services industry, or non-profit• CBAP certification from IIBA or PMI-PBA certification from PMI• Familiarity with data-centric and modernization projects• Familiarization with business agility and modernization transformation approaches• Note: Diverse and bilingual candidates are strongly encouraged to apply.Skills and Abilities:• Familiarity with data tools/processes: ETL, Integration Services, SQL • Familiarity with data management and utilization projects • Advanced business analysis skills • Knowledge of Business Data Management best practices; ability to adapt to the needs of the organization/project. • Knowledge of Business Analysis best practices; ability to adapt to the needs of the organization/Project. • Business acumen • Requirements/information Elicitation/gathering skills • Relationship-building skills • Requirement modeling skills • Negotiation and conflict resolution skills. • Ability to communicate clear and concisely up-down-andacross. • Influencing skills • Has or can quickly earn trust and credibility with stakeholders and project team members through empathy, follow through and transparency. • Analytical, strategic, creative and systems thinking skills • Ability to analyze problems, identify and evaluate options, and implement solutions. • Ability to determine priorities, plan workload, and meet deadlines. • Performs at high levels under pressure, even during organizational chaos. • Coachable; open and receptive to continual feedback • Proficient in MS Office suite and collaboration tools.Primary Responsibilities: • Understand the Project drivers and expected business outcomes.• Collaborate with the Program Manager, Project Manager and the Project team.• Perform activities to validate the analysis phase output and discover any new requirements in the current state environment.• Stakeholder identification and collaboration.• Build trust-based relationships with stakeholders.• Review, create or update relevant documentation (e.g., policies, processes, procedures, reports).• Creating TO BE process flow charts (e.g., swim lane), data flow diagrams, and use cases/activity diagrams as applicable.• Perform system interface and data integration analysis with technical resources and document.• Communicate and resolve conflicting requirements.• Elicit, confirm, document, organize, analyze, prioritize, model, and communicate requirements.• Trace requirements.• Log and follow-through to disposition, project-related risks, action items, issues, and decisions.• Evaluate the pros/cons of the recommended solutions.• Other duties as assigned.Primary Deliverables: • Create a Business Analysis and Requirements Management Plan, or Backlog as needed. • Create and update Technical Data Requirement documentation, tracking, prioritization. • Provide inputs to schedule, estimating, resource needs. • Work with the Project Manager to create/maintain a Responsible Accountable Consulted Informed (RACI) Plan. • Work with the Project Manager to maintain an activity backlog. • Create and/or update Data Flow Diagrams. • Update Data Dictionary. • Create and Update Data Interface Diagrams. • Create Personas and Data Use Cases. • Create a Data Validation and Verification Plan with technical resources. • Provide input to Status Report. • Provide frequent progress updates (verbally and written) for the team and stakeholders, as part of daily or weekly touchpoints, huddles or as requested by the Project Manager. • Data Download Quality Management and Maintenance/ Support Plan
