North Wind Group is Hiring a Business Analyst (FT) Near Livermore, CA

North Wind Services is actively seeking individuals who can contribute to national security within the science, technology, and engineering fields as part of our supplemental labor team at vital federal research and development installations supporting the Department of Energy. NWS has an established history of contributing to the success of their customer’s mission. Available employment opportunities may range from administrative and logistical support to advanced technical positions. Qualified applicants must be a US citizen, at least 18 years of age, and able to meet pre-employment requirements including any required physicals, drug screen, and/or background investigation to satisfy clearance requirements from the Department of Energy. Successful candidates will be employees of NWS, a premier government contractor charged with employing highly-motivated and well-qualified personnel who can advance the missions of the Lawrence Livermore National Laboratory in Livermore, CA. Though employed by NWS, the employee will take day-to-day direction from technical personnel employed directly by the research laboratories. Pay, benefits, Human Resource, and Employment Management functions are provided by NWS.
The Director’s Office has an opening for a Business Analyst to evaluate the business metrics associated with the LLNL intellectual property portfolio. The successful candidate will prepare high level reports and support distribution of royalty income. The successful candidate will make recommendations for changes to financial terms and will collaborate with peers frequently.
Essential Duties:
  • Ensure correct budget (IPO vs. IPLG) is being charged, record expenses in KSS on the appropriate dockets, and submits all IPO invoices to A/P for payment or Finance for processing.
  • Calculate the estimated unbilled or unprocessed expenses and provide the monthly accrual and cost projections for the balance of the fiscal year to the RA for both IPO and IPLG.
  • Review requests for appropriateness and completeness, provide suggested edits for clarification where appropriate.
  • Monitor for royalty reports to the terms of the license agreement, remind licensees about delinquent reports, confirm licensee’s royalty calculations, and contact if different, record information in KSS and distribute.
  • Review patent information, analyze patent cost trends to maintain monthly patent accrual models used to estimate patent costs which have either not been invoiced or processed by A/P
  • Prepare the annual actual spending on approved L&R projects across the institution which includes description of the project, status, the funding carryover from the prior year, funds added or de-obligated, actual spending, unspent fund balance for each project, and the appropriate use of the funds.
  • Prepare quarterly schedules of approved L&R requests across the institution which includes a description of the project, the funding amount, and the appropriate use of the funds (e.g., tech transfer, R&D, etc.)
  • Prepare financial summary of executed License agreements, supplements and amendments and identify the inventor, directorate and co-owner royalty share to be used for the annual royalty distribution process.
  • Record FMFs in the distribution database, reconcile cash receipts to ensure information has been recorded correctly including transaction type and distributable annotations.
  • Update KSS as necessary for data feeds to the KSS Finance Instance.
  • Record approved requests in the L&R spending schedule for the fiscal year including allocation from either the Director’s or IPO’s unobligated pool to fund program requests.
  • Provide royalty related input to the annual economic impact and DOE reports.
  • Perform other duties as assigned.
Essential Skills, Knowledge, and Abilities:
  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor’s degree in relevant functional discipline or equivalent combination of education and related experience.
  • Extensive knowledge and experience with workflows related to processing technical data.
  • Experience gathering, analyzing, evaluating, and interpreting data for purposes of documenting and justifying functional needs.
  • Ability to pull information from various sources and use general business analysis techniques to anticipate, identify, and resolve issues and report on performance.
  • Experience in business analysis, including developing business plans and financial modeling that improve data delivery and integrity and preparing and monitoring a budget/plan/cost estimate.
  • Knowledge of financial accounting and/or project controls functions, including cost control and cost analysis, and planning and scheduling functions, including schedule development, control, and analysis.
  • Experience using Microsoft Excel, PowerPoint, and Word.
  • Experience interacting with cross-disciplinary teams to design, develop and improve data analytics and business processes. -
  • Effective communication skills to interact professionally with others, as well as work effectively in a team environment.
  • Ability to work in a fast-paced, schedule-driven environment, multi-tasking and adjusting to changing priorities.
  • Experience working independently with general direction and demonstrated ability to establish own work priorities and to execute assignments, meeting time-sensitive deadlines and working on multiple tasks simultaneously
  • Willingness and ability to learn new responsibilities.
