North County Transit District is Hiring a Training Manager - Rail Near Oceanside, CA

Reporting to the Director of Learning and Development this position is responsible for managing the design and development of classroom and field training programs/curriculum for operations employees in accordance with applicable federal, state, local and regulatory laws, rules and regulations, and per NCTD policies and procedures. 

Distinguishing Characteristics

This position requires an individual with strong training management knowledge to ensure delivery of both instructor-led and interactive virtual training. The individual in this position manages the delivery of all operational and regulatory training for rail operations, maintenance of equipment, and right of way in compliance with applicable rules, procedures, and policies both internal and those required by external agencies.

Supervision Received and Exercised

This position reports to and works under general direction from the Director of Learning and Development. This position has direct supervisory responsibility for the assigned Department staff. Further, this position is expected to participate in the sharing of expert knowledge and as a vital member of various project teams that may be instituted.

Working Conditions

Normal working conditions for this position are in both an office and field setting. Business travel may be required periodically between District sites, governmental agencies, consultants' facilities, and other locations as required. Transit operations are 24/7, 365 days per year which requires this individual to work a variety of days and shifts to ensure training is being properly implemented; this includes evenings, nights, weekends, and holidays as needed.

Essential Functions
Duties may include, but are not limited to, the following:
  • Establishes training standards by developing and implementing a high-quality training program which supports the achievement of the District’s mission and vision, meeting applicable regulatory requirements, including the development of short and long-range training objectives.
  • Oversees the design, implementation, maintenance and monitoring of classroom and on-the-job training programs and curriculum for employees.
  • Coordinates with stakeholders to ensure training records for operations and maintenance employee are properly maintained in the District’s Learning Management System.
  • Collaborates with stakeholders to ensure alignment with overall learning and development strategy.
  • Develops and implements procedures to evaluate the effectiveness of training programs, identify opportunities for continuous improvement, and make recommendations for change.
  • Prepares for and participates in regulatory agency audits with emphasis on ensuring the highest possible results. 
  • Maintains up-to-date knowledge of applicable federal, state, and local rail/transit industry regulations, rules, standards, and accepted best practices to ensure ongoing NCTD compliance from a training perspective. 
  • Hires, trains, supervises, reviews, disciplines, and terminates subordinate staff as needed and in accordance with District policy. 
  • Performs other related duties as assigned.
Education/Experience
  • Bachelor’s Degree in a related field required.
  • Minimum of seven (7) years directly relevant prior similar experience, including two (2) years prior supervisory experience.
  • Experience in rail passenger service in the both the commuter and light rail domains highly desired.
 
A combination of experience/skills and education to fulfill the requisite knowledge, skills and abilities for this position may be considered.
 
Certificates/Licenses
  • Possess and maintain a California driver’s license, Class C, with less than 6 points in the prior 3 years and no DUI’s in the prior 7 years.
  • Maintain compliance with the District’s policy regarding Conflict of Interest and Ethics. 
  • Must be able to qualify and maintain GCOR Qualification on NCTD owned railroad properties.
  • Must be able to obtain and maintain annual access to Marine Corp Base Camp Pendleton.
  • Must be able to qualify and maintain RWP Qualification on NCTD owned railroad properties if determined to be required by NCTD.
 
General Requirements
  • Strong knowledge of rail passenger service delivery, preferably in the both the commuter and light rail domains.
  • Strong knowledge of FRA, FTA and CPUC regulations.
  • Working knowledge of rail vehicle maintenance.
  • Understanding of federal regulations and inspection timing regulations and APTA safety standards as they pertain to rail rolling stock and operation.
  • Knowledge of industrial safety concepts and program development and application.
  • Proficiency in adult learning techniques, program evaluation and designing and delivering training programs in a communication-based interactive adult environment.
  • Experience developing learning content and modules in a variety of forms with the ability to conduct oral presentations, relaying technical information in understandable terms.
  • Ability to create and maintain good working relationships through excellent communication
  • and teambuilding skills, including the ability to engage successfully with both internal and external contacts and the public.
  • Strong analytical and critical thinking skills; ability to gather, organize, analyze, and present data to appropriate sources.
  • Ability to interpret and apply local, state, federal, and industry rules and regulations
  • accurately and effectively.
  • Exceptional communication skills, both verbal and written, including the ability to prepare
  • and deliver clear and concise reports.
  • Expertise and ability to demonstrate use of high-level discretion and judgment in execution of duties is preferred.
  • Ability to manage and maintain simultaneous, transitional, and emerging priorities.
  • Demonstrated proficiency in computer software programs including the Microsoft Office Suite.
Physical Requirements

The employee must possess the ability to use the phone and computer for extended periods, manual dexterity to complete clerical functions and work with office equipment and lift equipment up to 50 pounds on a periodic basis. The employee must be able to hear, see, and communicate verbally to exchange information. The employee must be able to physically travel between District locations and other destinations, work in evenings when required, work in hazardous conditions, and negotiate a variety of different and irregular terrain as is typical along a railway right of way. The employee may be subject to fumes, odors, dusts, gases, chemicals. The employee must be able to walk, climb, balance, bend, carry, push, reach, sit, and stand.
 
Machines / Tools / Equipment
  • Ability to operate a personal computer and Microsoft Office Suite programs.
  • Ability to operate standard office equipment, including a fax and scanner machine, copy machine, and telephone. 
  • Ability to carry and operate a mobile on-call device.
