The North Carolina Education Lottery anticipates becoming the state’s regulator of sports betting operations.
We’re looking for an experienced senior leader to develop, implement, and manage a compliance framework and program for the governance of sports betting and any future gaming approved by the General Assembly or Commission. This role will be responsible for establishing a new department within the Lottery and leading the agency’s sports betting and new gaming efforts. Successful candidates will have demonstrated experience managing a licensing and compliance program known for adherence to applicable laws, regulations, and guidelines.

Responsibilities:
Direct and oversee all activities pertaining to licensing, compliance and enforcement
  • Establish an overall sports betting program.
  • Develop and lead the Lottery’s licensing processes, procedures, and ongoing regulatory compliance activities relating to sports betting and, potentially, other approved forms of gaming.
  • Create a flexible program and systems that can be scaled to accommodate potential expansion of the Lottery’s licensing and compliance responsibilities.
  • Establish systems and teams to ensure integrity and compliance and to support enforcement activities and reporting.
  • Oversee Lottery team responsible for maintaining all records of gaming applicants, as well as other documents and submissions to the agency.
  • Stay abreast of regulatory and industry trends and best practices.
Direct and oversee all activities pertaining to gaming compliance
  • Ensure that financial and accounting records of gaming licensees are compliant with established control standards, federal and state laws, and North Carolina gaming regulations.
  • Oversee licensee performance analysis, high-risk licensee monitoring, financial statement analysis, and ongoing review of all aspects of licensee operations.
  • Identify deficiencies and desired enhancements and work to design and implement feasible solutions.
  • Work within statutory and regulatory structures to protect North Carolina players and engage in appropriate oversight to help ensure responsible gaming.
  • Coordinate with licensees, industry leaders, and other state and federal regulators to ensure integrity of sports wagering operations.
Serve as member of agency Executive Team
  • Work with the Executive Team and members of the State Lottery Commission to implement new projects and make critical decisions for the agency.
  • Engage with stakeholders, including applicants, licensees, members of the public, other regulators, and lawmakers, regarding matters concerning licensing and gaming compliance.
  • Develop and implement agency policies to ensure the integrity of both the agency and the gaming compliance division are maintained.
  • Serve on RFP evaluation panels when requested.
  • Collaborate with the legal department and other stakeholders on new and revised agency regulations.
  • Serve as team leader on major agency projects requiring involvement and support of multiple departments.
  • Provide support for internal investigations concerning Lottery employees’ compliance with gaming rules.
  • Keep Executive Director apprised of significant events which may be of interest to the agency, the media, the Governor’s office, or legislators.
Requirements:
  • Considerable leadership experience in sports betting licensing and compliance in an area such as sports wagering, casino or online gaming, or other similar regulated enterprises.
  • Gaming compliance experience highly preferred.
  • Bachelor's Degree in Business Administration, or related field from an accredited 4-year college or university.
  • Experience as a member of an executive management team is preferred.
  • Demonstrated ability to manage, supervise and direct the work of security/compliance/audit professionals and lead project teams involving multiple disciplines or work units.
  • Excellent oral and written communication skills.
  • Strong people management skills. Ability to build effective working relationships with diverse groups of people, including executive management, vendors, government and regulatory entities.
  • Experience in strategic planning, policy and procedure development, continuity of operations planning.
  • Proficient in Microsoft applications: Microsoft Word, Excel, and PowerPoint, and automated databases.
  • Ability to clearly document investigative findings and management reports, and to make logical and sound decisions in critical, complex, and changing situations.
  • Demonstrated ability to effectively handle multiple priorities and/or competing tasks and responsibilities.
  • Ability to thrive in a fast-paced, deadline-driven environment.
  • Proven ability to manage time effectively, multi-task and meet deadlines.
  • Excellent problem-solving skills.
  • Professional background demonstrating a track record of integrity and ethical business behavior, consistent with the agency’s values and mission.
NOTE:
  • This position is eligible for part-time telework. Must reside in North Carolina.
  • Relocation benefits available.

Hiring Rate: $145,000 - $182,000, depending on experience
