North Bay Regional Center is one of 21 Regional Centers for persons with developmental disabilities in California. Started as a grass roots movement, Regional Centers were originally established to assist persons with intellectual disabilities — and their families — in identifying and developing services and programs within their communities that help them lead more independent lives. Each a non-profit, community-based organization, Regional Centers were established in 1965 under legislation sponsored by Assemblyman Frank Lanterman. The Lanterman Act became effective in 1969 and later expanded the populations served to include persons with intellectual disabilities, cerebral palsy, epilepsy, autism, and other disabling conditions requiring services similar to individuals diagnosed with intellectual disabilities. In 1972, NBRC was incorporated to serve Napa, Sonoma and Solano counties.

North Bay Regional Center provides advocacy, services, support and care coordination to children and adults diagnosed with intellectual and developmental disabilities and their families in Napa, Sonoma and Solano counties.
We partner with community-based organizations and agencies to empower our clients to thrive and live as independently as possible within the geographically, culturally, and ethnically diverse communities we serve.

DEFINITION
The IDEA Specialist will provide oversight of all tasks related to education, training, outreach, and reporting pertaining to IDEA implementation.
NATURE OF WORK:
Under the direction of the Associate Director for Early Intervention and Young Children, the IDEA Specialist will lead NBRC in IDEA implementation. This position will facilitate the knowledge of the transition process of young children into and throughout their tenure within the public school system. The IDEA Specialist will ensure DDS standards are maintained, NBRC employees are trained and in compliance with regulations, policies and procedures, and reports, statistics and other required documentation are completed and submitted in a timely and professional manner.
This position provides oversight to the training and mentoring of service coordination staff, interfaces with families, school districts and Local Interagency Coordination Area (LICAs) as necessary to ensure quality services and smooth transitions for families of children through the age of 22.
This position will participate in planning, developing, and implementing community-specific policies and procedures, collaborating with Early Intervention and Young children’s case management teams, supporting the transition of children to the school district and throughout their school tenure.
This position will oversee NBRC’s response to DDS inquiries related to IDEA implementation as well as all outreach, collaboration and training to internal employees and external community partners.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
  • Must have a Master's Degree in Special Education, Early Childhood Education, Social Work, Public Health or related field and a minimum of three years of experience providing appropriate educational opportunities to young children or as an administrator or educational specialist at a school or within a school district.
  • OR
  • A Bachelor's Degree and three years’ experience in a professional position at NBRC or another California Regional Center with child case carrying responsibility can be substituted for the above.
  • Minimum qualifications may be waived depending on the agency’s need for specialized skills (such as language abilities).
SPECIAL REQUIREMENTS
  • Fluency in a language in addition to English is desirable and may be required.
  • Ability to provide personal automobile transportation, or access to another form of reliable transportation, during and after working hours. Provide minimum automobile liability insurance as required by California Law.
  • Flexibility in work hours is required to meet needs of the regional center constituency.
  • This position will be primarily based in the office, however, remote work may also be available.
Under a mandate issued by the Department of Developmental Services (DDS) on September 28, 2021, all Regional Center Employees must be fully vaccinated by November 30, 2021, or be approved for a medical or religious exemption by NBRC. Also, all NBRC employees must receive their booster dose no later than March 1, 2022, or no later than 15 days after becoming eligible for the booster. If offered a position at NBRC, all newly hired employees will be required to provide proof of vaccination, or to engage with NBRC in an interactive discussion regarding a potential medical or religious exemption.
