Noblis is Hiring a Data Architect (Healthcare) Near Baltimore, MD

Responsibilities

Noblis is supporting CMS mission to deliver high-value IT solutions rooted within CMS’ strategic programs designed to improve quality, cost effectiveness, and accessible health care. We are providing quality-related analytics and reporting initiatives to drive CMS’ ability to make informed quality- related policy decisions and ensure data transparency to the public.

This position will involve direct interactions with the customer and requires the ability to lead healthcare analytics teams to implement applications, platforms, and IT development services and products. We utilize HCD thinking and Agile Software Development processes that achieve results through continuous capability enhancements, minimal downtime, and prompt response to emerging needs.

Responsibilities:

  • Define and maintain Data Technology Architecture. Learn, adjust, alert, and recommend improvements for efficiency.
  • Determine database structural requirements by analyzing client operations and systems.
  • Define and maintain Data Integration Architecture to allow the managing of data flows.
  • Produce supporting data architecture artifacts, such as source-to-target mapping documents, data flow diagrams, gap analyses
  • Define and maintain Metadata Architecture i.e. data taxonomies and data models.Adhere to best practices of Cloud data architecture and data engineering techniques.
  • Detect source changes, anomalies, and notify the appropriate individuals.
  • Design physical database to support performance, QC/QA, scaling, security, backup, and disaster recovery requirements.
  • Work closely with application developers and data analysts to design and optimize data access, query, reporting, and analysis strategies.
  • Provide guidance to the DevOps team for maintaining database performance by identifying and resolving production and application development problems, calculating optimum values for database parameters, evaluating, integrating, and installing new releases, performing maintenance, and answering user questions

Qualifications

Required Qualifications:

  • Bachelor's degree required, strong preference for Computer Science or related field of study
  • At least 10 years of relevant experience and 4 years in the data architect role.
  • Experience with Cloud Data (AWS) and relational databases. Knowledge of non-relational databases is a plus.
  • Strong technical communication skills; both written and verbal. Must be able to distill complex topics into simple to digest conversation points for a variety of stakeholders to enable well informed decisions by customers, leaders, team members, and product owners.
  • Strong, demonstrable problem solving and structuring skills.
  • Must be able to self-initiate solutioning exercises for the purposes of resolving issue.
  • Must be comfortable of using design thinking or HCD tools and approaches to consider stakeholder needs and proactively solve them

Preferred Experience

  • Knowledge and experience working with CMS data domains, such as:
  • Medicare Fee-For-Service (FFS) Claims Part A and B
  • Medicare Advantage (MA) Claims Part C
  • Prescription Drug Claims Part D
  • Provider data
  • Beneficiary data
  • Healthcare Quality Measures of healthcare delivery and outcomes
  • Healthcare Facilities Assessment, Survey, and Certification
  • Experience working with systems of record where data for the above domains is originated, as well as processing and storage of that data
  • Familiarity with HHS IT systems and/or Healthcare Quality Information Systems (HCQIS), based on the information and references for past projects within HHS.
  • Knowledge on how to create conceptual, logical, and physical database designs using data modeling approaches such as UML, E-R, XML/XML Schema, JSON Schema, EDI, and SQL

Client Engagement

· Support and lead evolving business development efforts by applying technical and functional expertise to develop business solutions. · Lead proposal sections for small or limited competition proposals and actively participate in teaming strategy discussions
