WORK OBJECTIVE :
This is responsible professional and administrative work assisting in directing and coordinating management activities, fiscal operations, and procurement.
This position requires extensive knowledge of the Surface Transportation Business Unit, and financial policies and procedures.
This position is responsible for administrative and fiscal planning, and operational support, to include formulating budgets, monitoring expenditures, procuring services, supervising fiscal and clerical staff, and developing policy.
Incumbent exercises considerable independence, sound judgment and initiative in determining courses of action. Work is performed under minimal supervision of the Director who reviews work for completeness, accuracy, and compliance with established policies.
Performance is reviewed through conferences, observations and goals achieved.

KNOWLEDGE, SKILLS and ABILITIES :
Extensive knowledge of financial and budgeting principles, practices and procedures. Knowledge of cash flow analysis and revenue projections.
Substantial knowledge of personal computers and popular software packages. Knowledge of principles, methods and practices of municipal finance methods, procedures and records.
Ability to plan, direct and supervise personnel in a manner conducive to full performance and high morale. Ability to identify areas where improved performance is desirable and to develop plans for achieving such performance.
Ability to establish and maintain effective working relationships with other employees, departments, and the general public.
PHYSICAL REQUIREMENTS :
Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and / or pulling of objects and materials of light weight (5-10 pounds).
ENVIRONMENTAL REQUIREMENTS :
Work is performed in usual office conditions with rare exposure to disagreeable environmental factors.
