DOT's IT & Telecom division is looking for a candidate to perform extremely difficult and complex work in planning, coordinating, and overseeing the development and progress of major IT projects. The candidate will be responsible for determining costs, establishing time estimates and high-level scope associated with each IT project. The candidate will be responsible for managing the resources dedicated to the design, development, maintenance, enhancement, and support of agency applications on both mainframe and network platforms, such as Client Server and Web based applications. The candidate will lead the in-house development team, as well as consultant teams, while working on a variety of complex projects simultaneously, in addition to performing related work. The candidate will report directly to the Assistant Commissioner of PMO and BRM. The candidate will have wide latitude for the exercise of independent judgment and initiative. The principal responsibilities of the position will be to:
-Serve as an in-house expert and authority regarding computer application development for programs of varying degrees of complexity and specialization.
-Supervise a programming staff engaged in work involving computer application development.
-Create and execute project plans. Develop, modify, and provide input; implement plans in order to meet objectives; coordinate and integrate project activities; manage, lead, and administer project resources and adjust the plans as necessary.
-Determine appropriate products or services, in conjunction with our clients or customers.
-Define project scope, goals and deliverables that support business objectives in collaboration with stakeholders and senior management.
-Monitor project activities and resources in order to mitigate risk.
-Implement or maintain quality assurance processes.
-Make improvements, solve problems, or take corrective action when problems arise.
-Give presentations or briefings on all aspects of the various projects.
-Participate in phase, milestone, and final project reviews.
-Identify project documentation requirements or procedures; and develop and implement product release plans.
-Apply project management concepts, principles, and practices for delivering tactical or strategic projects that are highly complex.
-Serve as an in-house expert and authority regarding computer application development for programs of varying degrees of complexity and specialization.
-Monitor project activities and resources in order to mitigate risk.
-Supervise a programming staff engaged in work involving computer application development.
-Ensure completion of projects on-time, on-budget and within schedule.
-Contribute to DOT's strategic planning initiatives by suggesting/understanding available technology options to satisfy current and future business needs.
-Create and maintain strategic partnership between business needs and technology delivery.
-Effectively communicate project expectations to team members and stakeholders in a timely and coherent fashion.
-Ensure successful completion of solution implementations utilizing strong leadership, project and resource management skills.
-Create and maintain application development project plans that communicate tasks, milestone dates, status and resource allocation.
-Set up Software Development Life Cycle (SDLC) processes following standard development methodologies (Agile Scrum/Waterfall/RUP).
-Guide teams to adapt SDLC best practices; understand user requirements and categorize them for release planning; analyze abstract business problems and help create designs and architectures to solve them.
-Brainstorm and communicate solution ideas with the team, clients, and management to ensure all stakeholders are engaged and are part of the solution; show expertise in using project management tools such as MS-Project, Monday.com, Asana, or Primavera.
-Determine appropriate products or services, in conjunction with our clients or customers, to define the scope, requirements, and deliverables on each project; participate in phase, milestone, and final project reviews.
-Create and present project health/status using reports and dashboards.
-Identify project documentation requirements or procedures.
-Develop and implement product release and post go live support plans.
-Coach, mentor, motivate and supervise project team members, and influence them to take positive action and accountability for their assigned work.
-Show strong analytical, decision-making, and problem-solving skills.
-Possess good communication and leadership skills.

Minimum Qualifications

1. A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or
2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
3. A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.
In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above.

Preferred Skills
Preference will be given to candidates possessing a PMP Certification in Project Management and a minimum of eight (8) years of experience in successfully overseeing medium to large scale projects containing sub-projects and distinct deliverables. Experience in managing application development projects using Microsoft .NET, OpenSource (LAMP/Drupal), Java/J2EE/WebSphere, and utilization of Microsoft Project and other project management tools on highly technical, large-scale projects are desired.
