Description
Purpose: (General description and summary)
The Site Manager is the on-site property management lead for two Bridge Meadows locations in Beaverton and North Portland. The Site Manager collaborates with Bridge Meadows management and program team to support property-related needs. This role requires clear, compassionate, and trauma-informed communication with tenants (community members) of all ages and backgrounds, Bridge Meadows team members, community partners, contractors and more. Bridge Meadows is a LIHTC property, and this position will be responsible for assuming the roles of LIHTC compliance at the property level.

Bridge Meadows helps children heal from the trauma of foster care by providing stable, affordable housing, therapeutic programs, and intergenerational community. By weaving together trauma-informed services and a caring network of community members, Bridge Meadows helps children move from the stress of instability to thriving in a safe environment.
Accountabilities: (Responsibilities of the job)
  • Ensures the agency meets its occupancy goals by monitoring activities regarding occupancy and waitlist management.
  • Meets with residents for move-ins and move-outs.
  • Prepares reports as requested including but not limited to rent rolls, weekly vacancy reports, leasing, and marketing report.
  • Reconciles monthly rent roll and property census for accuracy.
  • Reconciles Security deposits monthly and submits reimbursement request to AP.
  • Prepares tenant income certification paperwork for program compliance.
  • Reviews all new applicant files for eligibility and accuracy before new leases are executed.
  • Tracks and manages the certification/re-certification process annually.
  • Maintains and updates policies and procedures regarding regulatory compliance with tax credit, HUD, Section 8 and all agencies that regulate qualified occupancy in the agency's supportive housing communities.
  • Ensures tenant files' audit findings are corrected in a timely manner and files are 100% compliant.
  • Ensures the most current forms and proper procedures are used for subsidy programs and other funder compliances.
  • Monitors agency compliance with all Fair Housing laws and remain current on fair housing requirements.
  • Acts as an information resource for the organization with respect to fair housing, compliance, and occupancy matters.
  • Monitors waitlists and coordinates.
  • Coordinates with Housing Development and Services on issues related to tenant occupancy.
  • Coordinates with the Maintenance Team for all maintenance needs.
  • Monitors and meet compliance related and external reporting deadlines.
  • Tenant management including resident complaints and compliance with lease terms.
  • Coordinates Apartment preparation and repairs.
  • Works with tenants and their support team to resolve barriers, problems and complaints.
  • Writes process and communicate violations to tenants and their support team.
  • Other duties assigned.
Description of Other Duties:
  • Enters in work orders and follow up with maintenance.
  • Purchases general related supplies when needed.
  • Attends weekly supervisions with supervisor.
  • Collaborates with others at all levels of the organization.
  • Performs other duties as assigned.

Experience/Qualifications:
Preferred: Associate's degree or two years equivalent experience in property management.
Preferred: Licensed Property Management.
3 years' experience working with low-income communities in a compliance capacity.
People with lived experience / Peer support experience highly encouraged to apply.
1 year experience with Section 8 eligibility.
1 year experience with LIHTC.
Excellent written and oral communication skills.
Ability to read and interpret complex documents such as regulatory agreements.
Ability to provide technical assistance on complex compliance issues in a simple straight forward manner.
Ability to work in a complex and changing organization and adapt to changes in structure and work priorities.
Advanced computer skills including database applications, Excel, Word, PowerPoint, and Outlook.
Preferred: Bilingual; reading, writing, and speaking, in English and Spanish or other foreign language preferred.
Professional attitude and demeanor.
Strong interpersonal skills and the ability, willingness, and sensitivity to work effectively with a wide range of constituencies, including people with special needs, in a diverse community setting.
Ability to interface effectively with property management and interdepartmental relationships.
