The State of New Hampshire, Department of Information Technology, Agency Software Division - NH Employment Security has a full time vacancy for a Systems Development Specialist V.

SUMMARY:Provide systems analysis, design and development for the client/server, WEB, and mainframe systems for the Department of Employment Security.

RESPONSIBILITIES:

Designs, develops, implements, and maintains automated system applications in the primary role of performing systems analysis and computer programming.

Works with Business Analysts that support the three major NHES computer systems, to provide user interface and on line solutions to requirements.

Analyzes business workflow and business requirements and designs computer application solutions to meet the business need.

Reviews and analyzes system problems, determines resolutions, and initiates and implements solutions to correct problems or errors.

Develops and executes application system test plans to insure that changes are thoroughly tested before any code is placed into production.

Coordinates with Information technology Manager and Business Analysts to avoid multiple changes to existing programs by various programming staff.

Creation of Help Desk Tickets, ICR's, SR's, Critical Outages and harvest Items on behalf of NHES.

Organize and serve as project lead in meetings on agency applications or issues related to agency applications.

MINIMUM QUALIFICATIONS:

Education: Bachelor's degree from a recognized college or university with at least fifteen (15) credit hours in the field of computer sciences. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience: Five years' experience as a computer programmer or systems analyst associated with a late generation medium or large scale on-line computer systems or computer networks similar to the recruiting agency; at least two years of which shall have been involved with systems analysis. Each additional year of approved work experience may be substituted for one year of required formal education.

SPECIAL REQUIREMENTS: The successful candidate will have strong technical, analytical skills and experience working in a PL/SQL, Java, JSP, Html, and web development environments. In addition, any knowledge of TOAD, Netbeans, Harvest or Oracle SQL is a plus.

RECOMMENDED WORK TRAITS: Knowledge of current methods of computer systems analysis and design. Knowledge of management principles and practices and their relationship to computerization. Knowledge of the principles of computer programming and the capabilities and requirements of information systems. Knowledge of the application and use of peripheral computer-related equipment. Ability to explain technical operations in easily understood language for non-technical personnel. Ability to supervise and train project resources in the processes used in converting systems to electronic data processing. Ability to communicate effectively, orally and in writing. Ability to analyze operations and organize their component parts into a logical system. Ability to coordinate the conversion of agency programs to information processing systems. Ability to establish and maintain effective working relationships with subordinates, associates, agency management officials, project resources, as well as personnel associated with professional organizations. Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
