Reporting to the CEO, the Director of Property Management is responsible for the overall management of New Community Corporation’s affordable and market rate housing of 1,600 residential family and senior within Newark and Hudson County. We are seeking an energetic, hands-on leader with experience with change management and compliance. The Property Management department is responsible for leasing; rent collection; regulatory and tax credit compliance and related reporting. The Director will lead a staff of forty ensuring property compliance, budgeting, occupancy, and financial performance.

Overseeing the Property Management to ensure that LIHTC, HOME, HPD, Housing Trust Fund, and all other regulatory requirements are met.
Overseeing maintenance of waiting list and recruitment of eligible applicants.
Managing vacancies and re-renting of vacant apartments in accordance with NCC’s policies and procedures
Assuring that tenant selection meets the requirements Federal, state and city non-discrimination laws, the Fair Housing Act; and the regulatory agreement for each building
Supervising lease renewals, move-outs and unit transfers.
Supervising rent billing, monthly rent collections, and collection of rent in arrears.
Working closely with Director of Environmental to ensure that building superintendents and outside contractors are completing maintenance and repair work on a timely basis, and that buildings and offices are maintained according to NCC’s standards.
Working closely with Director of Real Estate Development ensure that new residential projects are leased up in a timely manner with eligible occupants.
Working with the external Legal Counsel to manage tenant landlord legal matters.
Develop, implement, and maintain Property Management policies and procedures
Ensure property management department and staff comply with HUD Low Income Housing Tax Credit (LIHTC) and Project Based Section 8 Program, New Jersey Division of Housing and Community, New Jersey Housing Mortgage Finance Agency, rules, and regulations.
Work closely with other NCC service providers for integration of services.
Provide oversight and guidance to Property Management team consisting of Property Managers, and Resident Care staff.
Serves as point of contact for all housing matters to external regulators and government agencies.
Report on property management data metrics and statistics; rent collection, vacancies, etc.
In collaboration with environmental and security services leadership, ensure proper maintenance appearance and safety.
Ensure Property Managers are adhering to regulations and internal controls.
Meet strategic goals set forth by NCC.
Maintain and create reports for distribution to internal and external stakeholders.
Keep informed of federal, state, and local legislation regarding housing and tenants.
Experience and Skills:
Strong knowledge of federal and state low-income and affordable housing programs.
Ability to manage multi housing sites and staff.
Ability to create and implement management and reporting systems to ensure that work is completed on a timely basis
Proficient knowledge of LIHTC and HUD regulations and remeasurements procedures
Excellent financial management/budgeting and analytical skill
Excellent oral and written communication skills
Proficient knowledge of YARDI Property Management System, Word, Excel
10 years’ experience in housing management and leadership
Ability to work within a multifaceted corporation
Bachelor’s Degree in business or related field.
Certifications
Certified Property Manager (CPM), Certified Occupancy Specialist (COS), Tax Credit Specialist (TCS), Management and Occupancy Review Specialist (MORS)
