New Braunfels, City of (TX) is Hiring a GIS Analyst Near New, TX

Under general direction of the GIS Manager, will provide support to City staff by performing spatial analysis and data management within an enterprise environment, monitoring application performance and accessibility, training users on geospatial concepts and software and creating specialized reports and visual products to support management decisions. 
 PRIMARY DUTIES AND RESPONSIBILITIES:
The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
 
  • Provides direct customer service to City staff in support of project-oriented activities and general technical support.
  • Performs spatial analysis and creates specialized information products using GIS and related software and subsystems.
  • Consults users to identify new data/software requirements.
  • Provides technical GIS support, training, and assistance to City staff.
  • Designs and implements training plans.
  • Assists with the continuous development, operation, and maintenance of the geographic information system (GIS), including components of the enterprise GIS databases, servers, and software.
  • Monitors the publication, availability, and performance of internet GIS services.
  • Determines and executes the appropriate sequence of tasks using established GIS software to generate, process, manipulate and manage spatial data to create models and maps for spatial decision making.
  • Provides support for GIS data conversion, systems integration and system/application development and implementation.
  • Prepares and manages aerial photography and other raster data in geodatabase format according to best practices.
  • Designs, develops, tests and documents geoprocessing models and scripts.
  • Evaluates, recommends, and installs software, hardware and peripheral equipment related to GIS.
  • Provides support for cartographic design and high-quality map production.
  • Diagnoses and troubleshoots problems experienced within ArcGIS and the enterprise GIS environment.
  • Assists in the implementation of global positioning system (GPS) field data collection projects.
  • Primary support staff for land management including integration of new subdivisions, land splits and combines, reconciliation of cadastral layers with appraisal district databases.
  • Primary support staff for data management of the multiuser geodatabase including data creation and quality control.
  • Operates computer workstation to update maps as new data is received in reference to new subdivisions developments, capital improvement projects, zoning requirements and other various projects as assigned.
  • Conducts mapping research, in the field and/or office, to resolve conflicting information and ensure the accuracy of the data.
  • Performs other duties as assigned or required.
Education and Experience:
Bachelor’s degree in Computer Science, Information Systems, Geography, or a closely related field; AND three (3) year’s technical experience with Esri ArcGIS; OR an equivalent combination of education and experience. 

Required Licenses or Certifications:
  • Must possess, or be able to obtain at time of hire, a current valid Texas driver’s license.
Required Knowledge of:
  • Theory, principles and practices of GIS methodologies, techniques and tools including spatial data organization and storage, metadata, spatial analysis and interpretation techniques, coordinate systems and cartographic and graphic design.
  • Theory, principles, and practices of computer science including distributed relational database management systems, software licensing, programming techniques, data compilation and conversion, documentation, and quality assurance procedures.
  • Local government organization, operations, policies, and procedures.
  • GIS standards, procedures, and best practices.
  • Current GIS desktop and server software capabilities and limitations.
  • Global positioning system (GPS) field data collection and post-processing methods and procedures.
  • Land management, cadastral and survey mapping principles
  • Computer hardware, software and peripheral equipment troubleshooting techniques.
  • Effective problem-solving methods.
  • Successful leadership, training, and communication techniques.
  • Personal productivity tools (email, calendars, word processing, presentations, and spreadsheets).

Required Skill in:
  • Providing a positive customer service experience
  • Ability to establish and maintain cooperative and effective working relationships with City employees and the general public.
  • Reading, understanding, developing, manipulating, and analyzing geographic information from multiple public and private sources in a variety of data formats and projections.
  • Compilation, analysis, and effective presentation of technical and statistical information in both tabular reports and visual map products.
  • Demonstrated high level competence and solving technical problems in Esri core software products.
  • Developing geoprocessing tasks using the Python programming language.
  • Using initiative and independent judgment within established procedural guidelines; ability to work and produce required results without close supervision; demonstrate persistence and overcome obstacles.
  • Ability to multi-task, prioritize and meet deadlines; can perform work with concentration and focus.
  • Identifying and resolving problems in a timely manner; developing alternative approaches and ideas; generating suggestions for improving work process and quality.
  • Synthesizing complex or diverse information; displaying original thinking and generates creative solutions; maintaining strong attention to detail in high-pressure situations.
  • Prioritizing and planning work activities; ability to deal with frequent change, delays, or unexpected events.
  • Strong communication skills, both written and verbal.
